Shleifer and Triesman (2005) as a disclaimer state that they are not the first to use the term ‘normal’ in reporting the current state of Russia’s progress since the fall of communism.
The four principal ones are The Scandinavian Model, the Beveridge Model, The Bismarck Model, and the Subsidiarity Model. The Scandinavian Model attempts to provide benefits to all citizens on an equal footing, regardless of employment status. In contrast, The Beveridge Model seeks to provide benefits to those citizens perceived as experiencing “the greatest need” (Ploug).
