The current U.S. foreign policy is adversely affecting the development of civil society in Southeast Asia while its preference for bilateral security arrangements is marginalizing the development of multilateral regional security arrangements. The modernization theory established a close link between economic development and cultural changes that were first propounded by Antoine de Concordat (pg.16).
