It is evidently clear from the discussion that after World War I, a number of restrictions were imposed on Germany after her defeat through a treaty known as ‘Treaty of Versailles’. It was blamed on Germany that it initiated the war. Germany was also forced to pay for the damages caused by the War. Germany was also barred from building up large army.
The successful solution of the crisis was selected as important as strength. We avoided any opening at the beginning of the battle by U.S. forces, and we took no action whatsoever that would have forced an immediate answer and cannot be properly considered.
