The Efficiency of Arizonas Policies on English Learners - Research Proposal Example

Results of ELL students in mainstream classrooms will be compared to those in the 4-hour block Structured English Immersion model (SEI) classes in one institution. Additionally, this study will also compare grades k-5 for two institutions AZELLA test results where one school leader allows flexibility in following the 4-hour ELD block and one where the school leader rigorously follows the 4-hour ELD block.This study is unique to other studies that have been carried out on language segregation laws as it is the first to compare performance data from ELL students to that of SEI classrooms and compliance.

While until now most studies conducted on the topic have been theoretical, this research utilizes an experimental approach of comparative analysis so as to reveal the effects of isolation of students in immersion classes.Results from these findings will be critical in revealing whether the isolation of students in immersion classes and/or 4-hour ELD block instruction leads to increased proficiency in English. It will also determine whether the mandated 4-hour ELD block academic instruction for SEI classes is appropriate to acquire proficiency.

The responses found in the analysis will thus assist educators, administrators and students alike to bridge education gaps in English language acquisition. It will demonstrate what is working and thus enhance the potential for providing English learners with better quality education.Structured English Immersion is not a new term. It began in the early 1980s when French learners in Canada were immersed in an SEI model similar to the one employed in that state of Arizona. These programs, including the ones adopted in the US, centered on providing only minimal native language instruction to learners.

Focus is also on English rather than other content areas. Proponents believe that this approach helps students to master the skills needed to succeed in academics and beyond. These programs are rule based, highly structured and will be implemented within preset timelines (Martinez-Wenzl et. al., 2010).
