Today most s and nations are development minded with the less developed countries, which have been stagnant for centers making major strides to revolt against poverty, disease, ignorance and dominance, by stronger nations. There is a universal guest for development in aspiration of economic, social and political progress. Development has got various meanings to different groups of apple. To many development means industrialization while to some it is an indicator of independence, political and economic achievement, moniah from rural to urban areas, opportunity for education transformation of social and political institution savings and investment nation income, productivity and balance of payments. Human resource development is the process of increasing the knowledge, skills and capacities of all the people in the society. In economic term it would be described as the account of the human capital and its effective investment in the development of an economy in political terms Human resource development prepares people to admit participation in political processes, from social and cultural points of vias it helps pple to lead fuller and riches lives that are less bound by tradition. In general the process of human resource development unlocks the door to modernization. Human Resource Leadership in Education Human resources are developed in many ways. Formal education is the most obvious, beginning with pry or 1st level education, continuing with various forms of secondary education, and then higher education including colleges, higher technical institutes and universities. Human resources are also developed through systematic or informal training programs in employing institutions, and adult education programs and through membership in various political, social, religious and cultural groups. Another process is self development as individuals seek to acquire greater knowledge skills or capacity through preparation on their own initiative by taking formal or correspondence courses, by reading or learning from others in formal contacts. Other process include; Improvement in the health of the workers through better medical and public health programs and improvement in nutrition, which increase the working capacity of people, on a man-hour basis as well as over a working life, which may cause economic growth. Human resource leadership has been a very important factor in the general development of Georgia state. There has been considerable growth and development in its education sector both in rural and urban areas institutions. The state superintendent of schools who is elected to a four year term directs all the school programs in the entire state. Being the executive officer of the state board of education he heads many human resource departments which fosters development and seeks to ensure that workers are well treated and accorded their rights. His work is to coordinate daily activities in this department ensuring that justice and good governance is applied without any violation of human rights. His office takes the role of" control stage" and it consistently offers equal employment opportunities for all, prevents sexual harassments, campaigns against drug abuse, offers counseling and guidance services etc. In the state of Georgia learners are trained on leadership qualities which greatly assist those aspiring to lead others as well as manage institution. The trainings are done on all education institutions in the urban and rural areas, this is conducted by trained and qualified human personnel who ensures that high standards of education are maintained The skills acquired helps in molding learners to be good leaders as well as helping them to start businesses which they run successfully .Leadership training facilitates unity amongst members (Garisson, 1982). Brighouse and Woods (1999) fully explain on how human resource departments have been set up in Georgia's learning institutions both in rural and urban areas. In order to have a good understanding on the human resource development leadership in education the study will dwell on the Georgian Southwestern State University as one of their institutions that benefit from this leadership. The study asses the Human resource leadership development at the institution. Being an institution of higher learning, the university focuses on the general welfare of its workers and students. There are supervisors and departmental heads who are temporarily employed for a period of not longer than six months. Their work is to maintain files for their employees. The files contain useful information with details such as address, name and telephone contacts of every employee. They are however not supposed to be disclosed to any outsider and are highly treated as confidential. Supervisors will always asses the performance of every worker to assure that high productivity levels are maintained. The required working hours is eight hours per day and anything more than that is treated as overtime paid to the employee together with the salary. The State's legistrature together with board of regents decides when to increase salaries for the workers, However if an employee feels like resigning he can tender his resignation by giving a two weeks notice or a shorter period. When leaving the employee will go through an "exit interview" which provides a satisfaction to the administration that the institution provides equal opportunities while employing and also it helps them acquire the employees view on the procedures and practices used by the institution (Garisson, 1982) All employees are given equitable and fair treatments and any disputes are an amicably solved without favoring any party. If it was a big matter that requires the intervention of the higher authority, then the Human resource director takes over. There is a formal grievance panel that hears complains of any employee who feels not satisfied by resolution through the mediation process (Thomas, 1986). Any new position is first classified by the department of human resource before including it in the budget of this Southwestern Georgian University and also before any move directed to recruitment is made after which he submits it with the funding sources to the senior administrators for appraisal. In order to fill any available job vacancy, the head of departments fills "request to fill position vacancy" form which is then forwarded to the respective senior administrator for approval. The final mandate is given by the president. Benefits To ensure that employees of this company enjoy good health the human resource department provides the workers with a health insurance scheme, the scheme offers medical service to the university's employees ensuring that the general health status is looked upon. The schemes are however pre-taxed from these employees' salaries, within thirty-one days of employment a dental insurance service is availed to the employees this ensures that any dental related medical problem is attended to (Frost and Durrant, 2003). There is also a group life insurance, which caters for accidents and deaths suffered by the employees, Incase a worker is involved in an accident whether in the line of duty or not he is assured of compensation. Incase a worker dies then the proceeds of the compensation will go to his/her beneficiaries. (Dadds, 1995) For those employees with dependants the institution provides a dependant life insurance, which caters for any expenses incurred by the employees as they assist their dependants in day to day life. the dependant's expenses. To the totally disabled employees with no less than ten years service to the university, the legibility of dependent group plus life insurance benefits are automatic to them. They are also offered with a long-term disability insurance protection and continued monthly income as long as they are still at the services. There is works men compensation policy that covers workers while on duty and in case of any accident or even death the employees can be compensated. Incase of an occurrence of the accident the involved employee is expected to inform his/her supervisor immediately together with the office of human resource Incase a worker is separated from the university employment without their fault there is employment security act which guarantee them continued income. Incase of highly contagious ailments, death of a family member, accidents and anything that calls for medical consultation the employees are granted a sick leave. But if claimed for more than five working days, the employee must have a statement from the doctor so that he can claim sick leave benefits. if unable to return for work after the given leave days the employee may request another leave but without pay for a period not more than one year. (Harold, 1975). Materiality leave is also given and is seen as disability due to pregnancy, family leave which takes a total of twelve weeks and court duty leave incase the employee is a witness, plaintiff or even a complainant in a case that is pending in court. Each year Georgia observes a total of twelve official holidays, which are paid for to the workers. To achieve professional growth and development, these departments remits tuition fee to the applicant who are also allowed attending seminars and training programme as approved by their supervisors employees are not supposed to engage in other business that may interfere with their production ability, but for professionals they can as long as it does not interfere with their duties. Mode of dressing should be very decent and acceptable as to the professional standards. Actions like stealing by the employees, perpetual absentism, drug peddling, sexually harassments of colleagues etc are considered to be gross misconduct which may lead to dismissal from employment. However the supervisor takes disciplinary actions relative to the magnitude of the offence if the offence is of high magnitude then it calls for sacking but if otherwise, then warning can be issued and respective guidance and counseling techniques are applied. According to Fradin, (1981), for the department head to dismiss any employee he should first consult the director of human resources to be given proper and wise directives. The director will henceforth assess the nature of the offence and classify it accordingly, where it calls for his strict action the employee will be dismissed. The employee can appeal through formal grievance procedure. Verbal counseling is taken as one of the disciplinary actions which are aimed at cautioning the worker as well as helping her correct mistakes. It involves a well administered training programme that trains disputed workers on the importance of good personal conducts even at the work place.
