?Work Perspectives Paper and Outline Work Perspectives Paper and Outline Introduction Certainfactors play in the realization of building effective leadership. And these factors include the values, ethical concerns, shared visions of the future and effective communication. Since, the leader is the one who makes the decision and major actions within a given organization; it is only applicable that he/she is adept with the right qualities and fundamental skills in order to strengthen good relationships with his/her people who will be his/her partner in achieving their goals. This paper will discuss a few Exhibits presented in the book of justice Administration and to explain each factors or concepts by giving examples. Leadership’s Bond of Trust Kokkelenberg (2010) compared the kind of leadership in the US 200 years ago with today. Before, the kind of leadership was autocratic which was based on the old military dogma “follow orders before complaining.” This implies that the employee needs to obey his or her boss instructions even though it is against his/her principles or will. Like for example: he/she follows his/her boss to falsify records for the fear to get fired. But, today leadership has transformed in many ways such leaders now tend to work with someone like for example getting the opinions and feedbacks of his/her subordinates in formulating decisions. And everyone at work has already right to voice out his/her opinion especially if the superior’s order is against his/her principles (Peak, 2010; Kooken, 1947). Values In order for a leader to build trusts from his/her people he/she must have the values of integrity, competency, and accountability and dependability. Integrity, this means that a leader’s action is match with his/her belief and principles across a variety of situations. It means doing the right thing even though it is difficult. A leader is said to have integrity if his/her decisions will still be consistent and coherent even though he/she is facing temptations or conflict. And leaders with integrity work to guard the resources of the group. That means spending funds wisely, using volunteers fairly, and properly utilizing and developing followers. A good example of a leader with integrity is the one who can decline offer which is not worth his/her service. For instance, he/she was offered a big amount of money just to shut his/her mouth because he/she discovered anomalies. If this leader has integrity, without any hesitation he/she will standby for the truth no matter what happen. And in order to gain the trust of the employees a leader must be competent in everything he/she do. This means that he/she can make sound decisions, manage organization, make strategies and can interact with all the people involved in the business regardless of their position. An example showing competency of a leader is if he/she manifested the following actions: remains steady or thrive under pressure, using it to fuel productivity and efficiency; stays calm and maintain focus in turbulent, threatening, or emergency situations; makes rational decisions and continues to perform effectively; and provides direction in crisis situations through defusing potentially violent people or situations, calming others and removing them from harm. Another important characteristic that a leader must possess is being accountable and dependable. This means that he/she takes personal responsibility for the quality and timeliness of work, and achieves results with little oversight. A leader is said to be accountable and dependable if he/she manifested the following examples: shows up to work on time, and follows instructions, policies, and procedures; meets productivity standards, deadlines, and work schedule; stays focused on tasks in spite of distractions and interruptions; makes the best use of available time and resources; balances quality of work with meeting deadlines; does not make excuses for errors or problems; acknowledges and corrects mistakes; and does not diffuse blame for not meeting expectations; faces up to problems with people quickly and directly. Ethical concerns Sometimes the negative characteristic of leaders is that they influence and direct their employees by using their power and authority. For example, they instructed and abuse their employees i.e. to sign documents even though they were not the signatories, and because the employees were afraid to be fired they obey even they are against. Leaders are also good in brainwashing. For example, they tell lie stories about his or her rival in the position just to get the sympathy of their employees or big bosses. In most cases, leaders do not want being criticized especially if it is from his\her subordinates (Leonard and More, 1999). Vision Every organization envisions a leader who is transformational, with exemplary character and who is people-oriented. A transformational leader means that he/she can go beyond self-interest for the good of the whole. And he has the ability to get people to want change and to lead change. Also, an effective leader must have exemplary characteristics so that he can lead by example. It’s just like he/she do what he/she preaches. And leaders must be people oriented in which they demonstrate concern for his/her employees and the needs they try to satisfy. Effective communication Effective communication is also essential in building bond of trust and this can be made possible through active listening. This can be enhanced by encouraging the team to feel comfortable in discussing problem issues and taking initiative to provide suggestions. Seeking other’s ideas and encouraging involvement also improve communication because by means of getting feedback and suggestions from the team especially during decision-making trust will grow (Peak, 2010). A Winning Example of S.A.R.A.:The Oakland Airport Model Program The crime in the Oakland, California hotel was solved because of the effective use of the SARA, a step-by-step framework in addressing crimes which stands for Scanning, Analysis, Response and Assessment (Harlow and Rawlings, 1997). Values The values of this are to combat crimes by stopping and preventing the proliferation of prostitution, illegal trade of prohibited drugs, violent crimes in the site. Another is to protect the innocent especially those poor victims of rubbery, prostitution and the people who are disturbed because of the illegal transactions of the people involved and to convict the law offender to pay the consequence of their illegal actions. Ethical concerns Through the investigation, it was found out that the kind of management of the hotel was poor because of the several violation of the law such renting rooms for minors, allowing illegal activities such as gambling, prostitution, use and trade of prohibited drugs. It can be drawn also that the hotel management is very irresponsible because they allow this kind of self-degrading crimes (Peak, 2010). Vision Criminals should be especially those who are in involved in illegal acts such as gambling, prostitution, and use and trade of illegal drugs should be punished in order to safeguard the young ones from involving with these activities. And this can only be made possible if the community and the law officer works together to catch these offenders. It is also expected that the law enforces should keep the community crime-free. They must be the agent for crime prevention in their area of responsibility. The people on the community must feel that they are secured and safe in their comfort zones. Thus, the police officers should strive for order and discipline to meet the expectations of society. And these can only be achieved if there were no unlawful activities or crimes reported to the police officers. Effective communication In order to solve crimes and illegal transactions such as gambling, prostitution, and use of prohibited drugs, these must be reported to the police immediately. After which the police should make necessary actions, such investigating in order to have basis first to find out whether the report is true or only defamation. Then, if is true, the officer must gather valid evidence through documenting his\her observations and assessment. And upon having the necessary evidence, the officer should lay-out his/her plan in order to captivate the offenders or the involved persons (Leonard and Moore, 1999). Good, Better, Best: What Makes Some Sergeants a Cut above the Rest? This exhibit defined the qualities of a police officer in order to consider as exemplary leader, which was based on research studies. Values The research finding reveals that an exemplary police must have the character and integrity, problem-solving and critical thinking skill and they must be a role model. A police officer is said to have character and integrity if he/she is not involved in immoral activities such as corruption and he/she must be honest in all his/her dealings. He/she made decisions base on the law and not for other reasons. For example, if his/her close relative has violated the law, even though it is hard and difficult, he/she will still captivate him/her because he/she committed a crime which he/she needs to pay. Meanwhile, a police officer with problem-solving and critical thinking skills means that he/she can resolve difficult or complicated challenges. It is very important for a police officer to have this quality because his/he life revolves on problem solving which need critical thinking skills. For example, he/she draw conclusion base on facts of evidence not merely from hearsays or weak information. Another, if he or she exhibits one or more of the following: frame problems before trying to solve them and breaks down problems and identifies all of their facets, including hidden or tricky aspects. Also show insights into the root-causes of problems. Generate a range of solutions and courses of action with benefits, costs, and risks associated with each. Probes all fruitful sources for answers, and thinks ‘outside the box’ to find options. Use the good ideas of others to help develop solutions. Seek advice from those who’ve solved similar problems. Tests proposed solutions against the reality of likely effects before going forward; looks beyond the obvious and does not stop at the first answers. And evaluates the chosen course of action after it has been implemented to determine its worth and impacts. A police officer must be a role model in the sense that as law enforce he/she must also observe and practice obeying laws, policies and regulations.A very good example of this is in parking and traffic regulations. Even in these simple regulations he/she still follows it because they believe that laws exempt no one (Peak, 2010). Ethical concerns The research might not be reliable enough to justify these claims to consider a police officer as exemplary leader because of several reasons such: the selection might have some bias because of personal views of the respondents of the research. Or the selection can also be affected by the power and authority of the candidate officer. There is a tendency that he/she can dictate to his/her subordinates to vote and select him. And the individual perspective of the respondents limits the ability of those who are also doing their best but not receiving proper credit. Vision A good police officer regardless of his rank must know how to listen to his or her subordinates problems especially in doing his/her duty. He\she also makes sure that his superior has given the right information regarding of the problems that arise. And a good police must know how to work with his\her teammates (Harlow and Rawlings, 1997). Effective Communication An exemplary police officer should know how to provide important communications link in the hierarchy between workers and management. He/she also get involved in performing street police work from time to time and preparing monthly reports in order to assess the crime condition in his area of responsibility. The Issue that will not go away: Biased Policing Still Rankles The exhibit presented the discrimination of black and white drivers in Massachusetts. Values In order for a police officer to be effective leader he /she must be credible in what he/she doing so that the people will build trust on him/her. For example, Enforces governmental laws, rules, and regulations, and initiates enforcement actions in a way that the public perceives as fair, objective, and reasonable. He/she must also be trustworthy wherein he\she standby for the right and good. And must be broad minded in all the challenge he \she faced (Council of Europe, 1998). Ethical implication: The negative implication of the study was that the performance rate of the police will be affected and they will receive criticisms from the community members because of discriminating. However, the good impact of this study is it gives lesson especially to the law enforcer to stop and eliminate discrimination (Leonard and Moore, 1999). Vision Police officer as enforcer/implementator of law must practice to eliminate discrimination because law has no exemption. It covers all individuals regardless of their race. And those who violated these should be punished. Although, researches affects the rate performance of the police officers, on the other side it has also good result because it open-ups the awareness of everybody that something is happening and it needs to be corrected in order to protect overall human welfare. And reports showed that a slight improvement in the discrepancy between arrests and searches of whites and those of minorities. Effective communication Researches help in the elimination of discrimination because it opens the awareness of the community. Discrimination can also be eliminated trough strengthening government policies and implementing policies accordingly (Peak, 2010). Who Polices the Police? Values In every crisis, a police officer must always show competence, trust and integrity. These can be manifested if he/she is able to perform his\her task even though how difficult or though it is; standby for the right and good and his/he action is match with his/her belief and principles across a variety of situations. It means doing the right thing even though it is difficult (Kooken, 1947). Ethical implication The downside of being a police is that when they commit mistakes people lost their trust, view them as traitor and even though it is only done by a certain police, their image and performance will be affected. Vision In order to have a good police there must be reform in the system which starts by strengthening the recruitment strategy and provide necessary training and strict supervision during their nurturing stage (Peak, 2010). Effective communication In order to solve crimes, actions must be organized; there must also an investigation in order to gather factual evidences. And police officers must do religiously their assignments and do volunteering in combating and controlling crimes (Peak, 2010; Kooken, 1947). Cops Get an Extra Set of Eyes This exhibit presented the importance of technology such as a detective video system in solving crimes since it can analyze crime-scene tapes taken from several different angles Values Modern technology helps a lot in solving crimes. The detective video system, not only sophisticate crime investigation it also safeguard properties and restrict access to important documents. Ethical implication Although, the negative implication of this is it invades privacy especially for the innocent if precautionary measures were not properly observed. For example, the video, before presenting it to the public, it must be reviewed first in order to protect those who are not involved with the crime that was incidentally captured by the video (Peak, 2010, Council of Europe, 1998). Vision Video detective system can speeds up crime investigation, allow user to create a 3D crime scene drawn to the measurement taken by detectives and it can be used anytime. However, it should be used with precaution in order to protect the innocent caught by the video. Effective communication Detective system can monitor activities, splice and clarify images and monitor suspicious movements which is a big help in order to prevent crime before it arise (Peak, 2010; Harlow and Rawlidge, 1997). Conclusion Effective leader must have good values because it shapes and defines the way they manage their subordinates or people they serve. And being a leader, it is only essential to fully loaded with good values because of the many challenges and adversities that they face on. Being a leader also means having great responsibilities and often faces on difficulties and trials. And this challenges the rightness or goodness of his/her intentions or decisions. But, being a good leader fair judgment is always essential in making decisions no matter how hard or difficult its consequences. An effective leader, also practice the values and skills and gain experience needed to be a leader. Likewise, communication is also another important part of being a leader because it builds good relationship and trust.
