Resilience planning is more effective in ensuring public safety as compared to reactionary planning. Canada has been able to withstand the local and international threats of violent extremism through its resilience plan. The program operates on four buttressing elements that include preventing factors that motivate terrorists; identifying terrorist networks; inhibiting terrorist activities, and responding to any probable cases of terrorism. Thus, Canada registers minimal cases of terrorist attacks (Ekici & NATO, 2009).

On the other hand, reactionary planning only minimizes the aggravation of the effects of terrorism. Such plans usually succeed in the occurrence of many casualties. The Ottawa terrorist incident of Canada represents a case of reactionary planning that failed to ensure public safety. In conclusion, terrorism affects the security of nations and their productivity. Countries all over the world have created plans to tackle the effects of the vice. The plans, however, do not guarantee the safety of the public (Ekici & NATO, 2009).

Nevertheless, it is wise to take precautionary measures. For effective prevention, resilience planning should precede reactionary plans and the latter should only be implemented as a last resort.
