Public Opinion Poll on Immigration Introduction In immigration law, parole refers to granting of American visas to a person who does not meet the requirements of entering the United States of America (Gottfredson, 1978). Therefore, International humanitarian parole policy is a public policy where the department of homeland security grants American visas to individuals of other states on a humanitarian ground. The recipients of these visas do not qualify to get them but basing on their conditions, either health or political and social persecution, they gain access to America. Importance of the Survey The following are the importance of carrying out the survey (Schuman, 2008), This survey will help in identifying the relevance of the policy in promoting Interests of United States of America. It will help to identify the effectiveness and efficiency of this policy in regard to promoting human rights of individual. It will help to identify how the American government can sustain this policy. It will identify the needs of American people in respect to this policy and thus pressurize the American government to be consistent with the needs of the American people while drafting this policy. This survey will measure the long term effects and short term effects of the policy. The survey will analyze where changes have to be made while implementing the mentioned policy. The survey will analyze whether the policy is sustainable in the long run and whether it covers a large percentage of people or it is discriminatory. THE KEY ACTORS IN THE SURVEY The Department of Homeland Security The department of homeland security under the American government is a key actor in this survey since it is the giver of the humanitarian parole (Gains and Victor, 2012). For instance, For instance, Jane Napolitano allowed orphaned children of Haiti passage into United States of America on a temporary and individual basis in order for these vulnerable children to receive the attention and care they could not get in Haiti after the earthquake. This was part of the humanitarian programme and policies of the American government in aiding Haiti. This happened in January 18th 2010. Basing on the departments importance in respect to issuance of visas, it is a key actor in this survey. The survey instrument to be used on this actor is a questioneer. The Parolees These are the beneficiaries of the International Humanitarian parole policy. The parolees are important in this survey since they give information on why they were granted the parole, and how they are using such status to improve their humanitarian conditions. Perfect examples of people who benefitted from this policy are children from Haiti. On January 18th who were granted entry into US after the devastating earthquake that struck the country. The survey instrument to be used on the parolees is a questioner. Five questions to be addressed to the parolees are; When did they obtain the United States Visa? What are the humanitarian grounds in which they attained residence in the United States? What is the duration of their stay in United States of America? What was the mode of their application for parole? The duration of time it took for their application to be processed and approved. These questions are chosen on the basis that these are parolees who have benefitted from the humanitarian parole policy. The Public These are the American citizens to be affected by the parole policy. Their views will be sought since they pay taxes and it’s their money that is used to sustain this policy. It is also these citizens who stay with the parolees and thus their lives might be at risk in case the person granted parole is of unquestionable character. The survey instruments to be in use for the above actors are questioneers. Five questions to be addressed to the public are, Do you support the policy of international humanity parole as advocated by the United States Government? How does this policy affect you? What are the necessary changes to be drafted in this policy? Where in United States of America should this people be settled? Should the population be involved in vetting the beneficiaries of the above policy? These questions have been chosen in view of the role of the public in financing the expenditure of the government and their interests of promoting humanitarian rights. Members of the United States senate These are senators and their jurisdiction is in making laws and approving budgetary plans of the central government. Senators are crucial in the application of the humanitarian parole policy since they either approve of the policy or reject it altogether. It is the role of senators to debate on such policies, stating their strong and weak points and giving recommendations on how to improve on issues that emerge from such debates (Stana, 2007). The survey instruments to be in use are questioners. Five questions to be addressed to the senators are; Why did they approve this policy of international humanitarian parole? What are the changes they made from the original policy presented by the United States Government? Did the electorate support their position regarding the policy? In their view, are the objectives of the policy met? What do they project about the future of this policy? The mentioned questions are addressed to senators because of their roles in approving these policies. They debate on them and thereafter vote in favor or not in favor. Prediction of the Survey Results In this analysis, the department of homeland affairs is more likely to respond positively on questions addressed concerning this issue since they are the main drafters of this policy (Theodoulou & Chris, 2004). The public will be a little bit skeptical on how their money is used, i.e. tax payers money, therefore most of their responses might be on the negative. The parolees, who are the main beneficiaries of the above policy, are more likely to respond in the positive so are the senators who approved such policies. In designing this policy of international humanitarian parole, policy makers will find these predictions useful and important since they will design this policy in respect to the opinions of the public, past beneficiaries of this policy and the opinion of the senate.
