The crisis in water deposits that characterize most countries internationally has created new standards in the administration of water of international rivers. In this context, the utilization of these rivers’ water has become a priority for many governments around the world while military conflicts have also appeared in the international scene. In order for the global community to protect the interests of local populations, it has decided to create an advanced legal framework referring especially to the administration of international rivers around the world.

However, because of the significance of the problem, there are areas where the introduction and the application of a relevant legal framework have not proved to be sufficient or even appropriate taking into account the local social and political conditions but also the needs of the populations involved. One of the areas that suffer most from the above problem is that of Mesopotamia. In a particular area, the existence of Tigris and Euphrates has been the reason for severe conflicts among Syria, Iraq, and Turkey.

More specifically, the above three countries try to increase their level of influence over the ‘administration’ of these rivers’ water mostly because of the extremely dry climate conditions of the greater region. It is for this reason that Syria, Iraq, and Turkey continue their dispute over these rivers’ utilization despite the fact that the specific issue – like other similar ones – could be easily resolved using the relevant legal and administrative orders set by the international community.

On the other hand, despite the fact that several projects have been proposed periodically in order to resolve the above dispute, the relevant efforts have failed to be completed until today mainly due to political and financial issues arisen among the countries mentioned above.The appearance of several disputes over the management of waters of international rivers has led to the need for the creation of an appropriate legal framework that will provide to all parties involved equal opportunities for development in accordance with their rights over the particular rivers.
