The technique proposed is capable of extracting incoherent rules and membership functions that characterize the user’s specific behaviors in the environment. The user's acquired behaviors are then adapted online and used to satisfy the different system objectives and users. From the previous research and practical work by the National Science Foundations, the Defense Departments, the National Aeronautics and Space Administration’s (NASA), the Science Internet, the Departments of Energy, National Science Foundation, ICT SEA and the Media Delivery Platforms.

The rapidly changing consumers’ demand in the telecommunication sector forms the cornerstone through which this paper is based on. The demand increase causes the need for efficiency, reliability and flexibility of the network service and thus the need for Intelligent Internet adaptation.Change is the only constant factor in the telecommunication market. The change in the communication sector is felt in a broader spectrum than can be imagined. This is seen from the transformation occasioned by the rising use of the internet and the reinvention of the voice communications that have come as a result of mobility, and in the shortest space of time with respect to the means, we connect and exchange information, which has strategically been revolutionized (Heinroth & Minker, 2011, pg. 139). These days, the Internet basically functions as a communication canal between end-systems minus any performance assurances in the superiority of end-to-end connectivity given.

This is usually known as the ‘best-effort’ service model. It is worth noting that the main hurdle in offering quality assurances emanates from the fact that not even a single service provider or any entity controls every network host and link in the end-to-end path. The present Internet is designed by coalitions of individual networks that traverse the traffic of each other for mutual gain to expand their network boundaries (Ryan, 2013, pg. 86). However, they do not share one other’s performance measurements since it might expose bottlenecks that are unwelcome when competing for business opportunities from similar customers.
