In any changing environment, management is achieved through the balance of effectiveness, equity, and efficiency. It also involves achieving maximum from inadequate resources as well as working through and with people. A resource is either a physical device or agent that provides services to people. Therefore, resource management is a way or means of utilizing human and physical resources in an organization in an efficient and effective way. According to Alan (2000), this is ital towards management and achievement of any organization’s objectives. Effective utilization and management of resources is achievable through proper planning and budgeting. Effective management of resource leads to efficient utilization of resources, time, physical space, and equipments. Improvement of fire safety awareness among school age children will ensure there are reduced fire risks in their environment. In ensuring this is achievable, there is need to put in place various factors. This is through proper management of resources as well as improving staff training while putting in place enough materials or resources towards fire risks creation programs. Effective achievement of resources is achievable through proper application of human resource management and utilization of resource management principles on any task. Achievement of reduced fire risks among children is possible through good decision making in addition to effective management of resources. Other activities like taking into consideration strategic objectives assists greatly towards achievement of awareness on fire risks and incidences. Reduction of fire risks and incidences among the children is achievable through good management of available finances, knowledge, as well as compliance with available regulatory rules and regulations on fire. The proposed project will create required fire safety awareness among children. This is through recruitment of two new staff, taking into consideration the financial and physical resource cost. It also involves resourcing and procurement of useful resources as well as utilizing effective ways of evaluating the project. Resource Management Staff Recruitment Recruitment of staff is crucial towards achieving the main aim of the project; that is creating awareness and educating schoolchildren about fire safety. The two new recruited staff will act as community safety practitioners. Proper process of recruitment will make sure that the intended purpose of getting qualified candidates is achieved efficiently. The recruitment process of staff will start with advertisement of the positions through the media, internet, and private employment agencies. His will ensure that only successful potential applicants are attracted. Successful application shall be contacted for interviews within the organization in order to select the best two qualified candidates. The interviews shall be conducted within the organization in a more elaborate way to ensure only the best are selected. The selected and qualified staffs shall be employed on a permanent basis employment. The two candidates who shall qualify will undergo the recruitment process in ensuring they get required levels of knowledge and skills. Their main role will be to educate the children on the importance of having fire safety skills in all aspects of life. The recruitment process will make sure that adequate knowledge and skills on fire safety are conveyed to children. It will also be ensured that required concepts of fire safety are transferred to the children. The new recruited staff shall also be expected to have enough knowledge on resource management. This is in the process of ensuring adequately the resources available as well as delivering expected training effectively. The recruited staff shall be provided with enough knowledge on human resources, this is crucial towards delivery of required knowledge to children. Physical workforce resources are also crucial in making sure objectives of training program are efficiently attained. The planned training session will ensure enough skills on fire and rescue services are provided to recruited staffs through an extensive training program. In ensuring this is achieved, certain amount of funds shall be used, this is to ensure that the required process undergoes as planned. A lot of care is required in ensuring that the children get required knowledge and skills that are vital towards ensuring the objectives are attained efficiently. This is mainly because the children shall be required to undergo physical training exercise as a way of ensuring that enough knowledge is passed to them adequately. Financial and Physical resource costs Budgeting and planning will play a crucial role in ensuring the objectives are attained in creating awareness among the young children on fire safety. Poor management of financial and physical resources makes it difficult for the implementation of the project. In ensuring that the project is well implemented and objectives achieved, good management of physical and financial resources costs is of great importance. This is to ensure they are no delays or even projects termination. Very high or low costs of financial and physical resources are likely to lead to poor and unachievable projects of creating fire risks awareness. Effective and efficient management of human resources will be achievable through proper and adequate funding of training program. Purchase of new quality training facilities will as well be crucial towards the success of the project. This can be achieved through proper procurement of required facilities; this will ensure there is no incurrence of high cost of resources. Various resources including literature materials and fire fighting facilities will be purchased. This will be procured in ensuring that the project implementation is facilitated. These resources shall be used to create fire safety awareness among the children. Literature materials to use shall be simplified into simple language that is easily understandable to all children with illustrative diagrams and pictures. Other facilities include smoke detectors, fire extinguishers, fire-fighting kits and other fire related materials. This is to ensure that children easily acquire the required knowledge and skills on fire safety. Procurement process will play a key role in ensuring that costs incurred are not high. The procurement process will also ensure that good facilities are acquired from good suppliers only towards making sure that objectives are met. The cost of resources both physical and financial is crucial in making sure that facilities are delivered in time towards the project implementation. Resourcing and procurement of materials/staff Office of the Deputy Prime Minister (2005) maintains that Procurement is process or a way of acquiring goods, services, or works from third parties such as wholesalers or suppliers. Procurement process involves identifying the needs to the asset’s useful life or even the end of a contract services or end of useful life of any asset. It is also possible to achieve efficiency in the procure-to-pay cycle. This includes cycle time and transaction time reduction by doing business electronically. Procurement of service-specific resources is crucial in ensuring high quality equipment for training process is acquired. Procurement plays a key role in identifying equipment or services needs. Procurement also plays a crucial role in the completion of risks assessment, evaluation, and co-ordination of trials. Procurement also plays a role of commissioning; this is through the production of final safety and technical materials, training as well as distribution. Successful procurement process is characterized by clear business justification and meeting business objectives. Robust project and value for money service and supply are other characteristics of successful procurement in fire and rescue services. In this project of creating awareness among the children, procurement strategy is crucial towards ensuring best value is achieved. This is the case with all fire and rescue services organizations; due to high levels of safety demanded by risks involved. Adequate procurement of fire training resources will assist in inducing the required knowledge to the children on fire and risk safety. The procured resources should be the ones that children will be able to use and handle comfortably. This will improve greatly the fire safety knowledge in children hence reduced risks among them. Some of the materials that require to be procured include fire extinguishers, smoke detectors, fire emergency kits, smoke masks, and other relevant literature materials. Others include fire safety brochures and visual/video types of materials. This will give a chance to children to learn on how to use and handle them in process of improving safety. Staff resource procurement is another type of procurement that involves getting various trained staff from fire and rescue services. They will assist in delivering and giving out services as well as enhancing the training process among the targeted children. This will also ensure that required knowledge and information is transferred to children towards protecting themselves against fire incidences. The staffs who will be involved shall not be discriminated at any cost. This is to ensure they deliver quality training to the children. They shall also be required to take into consideration the issue of safety as their first priority. Strategic process of procurement will assist in ensuring that the overall objectives of fire and rescue services are achievable. Management of available resources will be achieved in this project through proper procurement process. This will also assist towards achievement of overall cost and increased efficiency within the project. Proper resourcing and procurement of staff and other related resources will ensure there is appropriate support from training materials required in the project. Project Evaluation The objective of the project is specific, measurable, attainable, relevant, and timely in the current society. The project is expected to create awareness among the children on issues of fire safety and associated risks. This is through extensive training and recruitment of safety practitioners who will assist in the achievement of creating fire safety awareness among the children. The trained staffs will assist in giving required knowledge and information to children in the process of increasing fire safety. This project is expected to reduce the number of fire related incidences including injuries, deaths, and losses amongst young children of primary school age of Colchester, UK. This project is expected to increase safety and awareness through acquisition of skills necessary in avoiding as well as reducing fire related risks. They are various techniques or methods used towards identifying and ensuring the set objectives are achieved. Fire reduced incidences and risks among the children are the major benefits in this project. Through this project, children will more aware and even more informed on various ways or means of reducing fire related risks. This will have an overall benefit of reducing deaths, dangers, and injuries related to death among the children hence its relevance. This will be due to increased fire safety awareness among them as they become aware of how to use fire safety resources. They are various techniques of measuring whether the objectives are attainable and achievable in time. Such techniques include Cost-benefit analysis and weighted benefit analysis. They are used in evaluating the impact of non-financial on any proposed project like this one. Weighted benefit analysis also referred as desiderata assists greatly towards evaluation of benefits of the project. It usually analysis the desired benefits that an organization sought to achieve. This technique is most appropriate for this project because it is a non-profit making project. This project involves training and creating awareness among school age children. According to this technique, the objective will be attained because the project will ensure children are informed on the importance of having skills and knowledge on fire safety aspects hence reduced fire related risks. Increased awareness on the use of fire safety facilities will eventually lead to increased safety and reduced fatalities due to fire accidents among children. Cost-benefit analysis places a value at all the factors affecting the project underway. A value is usually placed on the factors affecting the project. Cost-benefit analysis will evaluate the benefit of creating fire safety awareness among the children. This project has many benefits in that it reduces a lot injuries and deaths related to fire among the children. The expenses incurred due to fire accidents are higher compared to the cost of creating awareness among young children. It is also beneficial to train and create awareness among the children other than equipping residential and other halls associated with children with more fire fighting equipments. Operational Assurance Ricardo, Muller, Mertins, and Martins (2007) argue that operational assurance focus on systems and features architectures utilized in ensuring security policy is implemented during the operation of the system. Operational assurance is mainly carried out in order to ensure that performance and expected outcome are achieved greatly. According to operation assurance policy, there is need for operational assurance audits at all levels of training to ensure there is good delivery of expected services or results. It ensures that there is good performance of the system as planned. Robust local performance systems are essential towards improving organization and project in a efficient, user focused and high quality way. Operational assurance comprises of service delivery in the public sector. Operational assurance includes all supporting functions and plans. It ensures that the systems operates or performs in an effective and vigorous way. Operational assurance will ensure that the fire safety awareness is carried out in an effective and efficient ways. It involves response, management of incidence, and fire safety preparedness. Other major processes of operation include mobilizing, risk information and flexibility. Operational assurance will play a great role of ensuring every aspect of safety awareness is increased significantly. It will also ensure that the recruited staffs are equipped with enough skills in a way that they will be able to meet the required objectives of creating awareness. Finally, operational assurance will ensure the required objectives are achieved effectively. This will have a final impact of benefiting children after acquiring required skills. It will ensure that the children get the required skills on fire safety and other related safety awareness. Conclusion Resource management as a way or means of utilizing human and physical resources in an organization in an efficient and effective way will ensure that the intended objective of creating awareness among the children is achieved. This is extremely crucial towards reducing fire related incidences amongst school age children. Good management of available finances, knowledge, and compliance with available regulatory rules and regulations will play a crucial role in the reduction of fire incidences and risks among children. Effective recruitment of staff within organization will ensure that the selected staffs will have skills and qualifications of delivering required knowledge. Proper human resource management will ensure that there is delivery of required services as well achievement of required outcomes. Some of the principles of human resource management include comprehensiveness. This includes all aspects of people management. Control is also crucial as it ensures that performance is consistence with the objectives of business. Another major principle is coherence; this ensures that activities of human resource management and other initiatives form a meaningful whole. Human resource management also ensures that the systems are cost effective mainly due to competitive and promotion. According to Alan (2000), Human resource management also ensures there is competence and creativity in ensuring that objectives and other strategies are achieved. Communication as another principle of human resource management also plays a key role in ensuring objectives are understood and accepted by all employees. This will enhance commitment towards achievement of the organizational goals and even bringing the required change in organizations. This is mainly to ensure the objective of creating awareness among children is achieved. Effective human resource management is crucial in ensuring there is increased safety among children in any fire and rescue services setting. Efficient procurement processes in fire and rescue service will play a crucial role in ensuring that proposed aims of educating primary school children on fire safety is achieved. Operational assurance includes all supporting functions and plans that ensure that the system operates or performs in an effective and vigorous way. Educating school age children will be achieved through proper utilization of human resource principles and proper utilization of operation assurance.
