Download file to see previous pages The challenge that is brought upon us by the status quo is a function of many factors. The budget is among them. Instruction quality is both a result and a contributor—and many more. Nevertheless, not all factors are immutable. There are still some that may be manipulated to produce a better outcome. We will do so through effective educational leadership.

It is best to start by evaluating the leadership practices we are employing all these years. As we favor the Kaizen philosophy, this is an opportune time to revisit our former approach to leadership then compare it with today’s practices and procedures with a rethink of our leadership styles so as to equip our organization with what it needs to move forward from the crisis we are on. Let us scrutinize if we are obtaining the same results from the practices we are intentionally keeping and clarify the reason why we choose to do so. The challenge is more of an opportunity to start making a difference. That difference will come most effectively with a new way of school leadership.

First, we should acknowledge the hindrances. It is not inconceivable that there exists ‘natural tension’ between bureaucracy and professionalism in schools. Since they have a different set of tasks (and therefore, differing priorities) school managers and teachers often come into a clash of motives and practices that have important implications on both their interactions with each other and with the organization. One can easily observe that there is a hierarchical control within the professional group resulting in the antagonism towards professional bureaucracy regardless of the school is a public or a private school (Honingh and Hooge 2009). Moreover, aside from the intra-organizational relationships, there are also relationships external to the organization that may influence practices in school administration. For example, administrators are always on the lookout on the activities of legislators, specifically on bills that have an impact on the education sector (Austermuhl 2007).
