? Globalization and the United s Military policy The repute and the fame of the United s’ Military power have been in prominence for over a century. The country deploys a considerable portion of their investment in military force to strengthen their security system. Peace has reigned in almost all part of the world over the last decade, with some minor exceptions. The dominance of the global peace council has initiated the US military council to reframe and review its policy, time and again. The major military force of the world has started focusing on peace keeping operation and is found to negotiate peace in matters of severe dispute. The US military troop has also observed same lines of objectives. The varied policy of the US government in controlling and setting guideline for operation has been dealt differently by different leaders. Some of the policies have undergone criticism, while some have been appreciated, in context of global as well as the sate framework. The impact of US military troops on globalization will not provide much help to revive its dominant nature and reflect its strength. US Military policy: Off late US military is away from campaigns and battles and have indulged in peace enforcement. The preponderance of US military seems to degrade in matters of exercising powers with the arsenals like missile and the Nuclear weapons. The significance of the United States as a military power seems to dwindle. The employment of the US forces is used in areas to augment social integration, in handling events of natural disaster. American military is experiencing a new era in the advent of globalization. Significant changes in the mission of US military have been observed with change attitudes. The change in US policy of military administration was observed in the Weinberger- Powell doctrine in 1984. The doctrine specified circumstances where the US forces are to be deployed. The main objective of the doctrine was to prevent the catastrophe which occurred in Vietnam. It specified that Americans should indulge in fight or war only at times when the countries interest is at its stake. The missions should been undertaken only if it has similar political and military objectives. The deployment should only be done when all the measures undertaken have failed. (Preble, 2011)The Weinberger- Powell doctrine seems to vanish with the beginning of the Bush era in The United States. George Bush deployed The US forces in the northern Iraq and Somalia and also carried air attack in parts of Iraq. The policy of US president Bill Clinton was also transparent. His doctrine signified the priority towards avoidance of any casualty and the use of force to cause absolute minimal damage. However the temptation to put the strongest military force of the world into action was also hardly resisted by him. Under his regime attacks against Iraq for punishing Saddam Husain was also carried out. Besides, Serbia was also subjected to daily bombings by the US military force. Clinton government was however strategic in the use of forces. Forces were deployed in specific targets which had lesser probability of causing bloodshed and slaughter, and had limited capability to retaliate. A fair distinction was drawn between the terms war and attacks in the backdrops of national sacrifice. US military and globalization: With Globalization creeping in and the world experiencing an open economy, America still persuades to showcase its global power. America aims to set up an international order with openness as its primary characteristics. The emergence of an open world will create opportunities for new military requirements. The proper functioning of the open economy will require rules to be framed. United States aims to impart discipline and cohesion to the system. The rules framed by the US government needs to be maintained by the nations and they have to abide by the fundamental economic importance of the global market. President Clinton had the view that without the presence of US military power, the whole system of globalization will breakdown and will result in failure. However it seems true that the US forces have been demonstrating its power in areas like Kuwait and Kazakhstan and it has been instrumental in emergency intervention in places like Somalia and Haiti. (Serafino, 2004) The US government has been relying on the military force to deal with diplomacy in areas where there is a serious lack of foreign policy resource. The US government aims at converting the US force into a global force which will regulate the open nature of a globalised market. The open globalization also endangers and causes threats as the boundaries of non conducive forces likely to cause any harm will also spread rapidly. The wide access of advanced technology can cause massive amount of destruction by the fanatics and the hackers. The integration of the information over the web can pose serious vulnerability. The defense establishment seems to provide opposition to the globalization by the incorporation of Full spectrum dominance. The full spectrum dominance focuses on the security agenda of globalization to protect against terrorists, criminals, hackers and the peddlers of sophisticated weapons. The idea of effective dominance of the Full spectrum doctrine is also hindered by the fact that the resources are declining daily and the operational requirements faces considerable amount of taxation, that the US government may consider the use of US troops as unnecessary. The idea to reflect the dominance by the military power and to highlight the importance of military power in establishing globalization may face a setback due to the presence of declaration of human Rights and articles containing documents relating to peace keeping of Nations (Bacevich). Global policies: United States of America is a member of the United Nations, and being a member nation it has to abide by and follow the policies as declared by the United Nations. United States of America faces difficulty in maintaining a correct balance between the policies framed by the United Nations and in devising its own rules concerning military operations. Article 4 And Article 5 of the Universal Declaration of Human Rights specifies that no human beings can be subjected to torture or inhuman treatment or punishment. (“Universal Declaration of Human Rights”) This article has contradictory views of the operation of the US military troops, where it aims to prove its dominance as a global power. The articles dealing in perpetual peace among the states also specifies certain guidelines to promote peace. Section I, article 3 specifies the abandonment of the standing armies all over to stop the outbreak of war and hostile conditions between the countries (Kant). As a result of these obligations, the attainment of the dreams set by the US military troops looks far beyond turning into possibility. The US army should better change their focus as laid in the doctrine, for the overall promotion of peace. The diplomatic act of the US government in strategic use of the army should not be initiated. Though it is necessary to maintain international rules and regulation pertaining to the operation of the US market, but that should not be followed to prove the strength and power of the US military. The United States should come forward in the development of the economy, rather proving its dominance in the military powers. A common assumption underlies the triumph on globalization and the military supremacy of America. The political and the military leaders of America feels that the Americans will provide immense support to them in their policies and that they will treat these moves as national sacrifice and will keep continuing to provide immense support. Reflection: US military policy and their dominance in respect to globalization is an interesting matter to study. In the present generation the peace keeping forces are trying to maintain political stability throughout, by increasing the use of negotiation skills to reach a solution. The age old rivalries that existed between nations are literally becoming extinct. In this current scenario the tactics employed by the US government in utilizing the US military troops to reconsider its supremacy and dominance is being studied under the section. The US government has incorporated policies in the past to carry on with its dominance of US military power. . The US leaders have been encouraged to utilize the presence of one of the world’s most effective military force. US government has tried to highlight the importance of its military troop in the operation of the global economy. However the active participation of US in the global councils restricts their use of policies largely. US military troops operational policies in order to prove its supremacy in terms of dictating power have received a setback because of the issues mentioned and the dreams of the US military leaders seems euphoric and Utopian in nature. In the present peaceful environment it is unnecessary for the US government to try proving their military dominance and should deploy the military force for the betterment of globalization and in settling peace worldwide.
