Current skill requirement and market drivers By + Construction Skill Network was launched in 2005 and has presented a way through which produces information and the current employment and future employment needs in the industries. The current skills requirement is stated in the Annual Recruitment Requirements that takes into account flow of workflows into construction sector and out of the construction sector. The other factors that have been considered in the flows are together with retirements, sickness migration and movements between industries. Comparison is made on the different sectors to determine the one with the higher demand of skills. Current situation is construction sector The current definition of skills does not however include movement into the industries from training though there has been development of vigorous data on training provisions. The yearly recruitment condition provides an indication of the number of employees that are new from training that will want to be recruited into the construction industry every year so that the forecast output is realised. The demand of skills in the construction company is based upon the results that are got from the discussion groups that comprises industry experts, set of integrated models that relate to national and regional performance and also a view at the construction output. The models that are used are those that are dynamic and reflect the general economics of UK at any point in time. In generation of labour demand, the models have involved the use of a set of specific statistics for all types of work that determines the employment through consideration of trade that are needed to achieve the objected levels of output in construction. The labour supply that is needed in the industry is based on the supply of the previous years with combination of inflows and outflows into the labour market. The key outflows that are considered in the construction skills industry are transfers that occur to the other industries, outflows to temporarily sick and home duties, retirements that are permanent and international and domestic migrations. The current situation in Construction Skills Sector is tasked by the current government that ensures that the largest industry in UK has the skilled labour for production that it requires. The council is working with the government and training providers to ensure that the construction sector has enough qualified entrants and the current skills in the sector are qualified and skilled to enable improving the performance of the industry and the companies that are within it. The balance between the private and the current work has changed. The change is due to the economic condition in the country. Stabilization has also been made and recovery in the commercial sectors, industrial sectors and private housing sectors has occurred. There are skills issues that have been currently been put into watch in the construction industry. One of the issues is the risk to industry skills base. This is the skills that are currently lost through retirement as there are significant numbers that have been leaving the industry due to recession. This is thought to affect the future of the industry as is able to undermine the stability in the long-term of the sector. Another issue is on the pressure of youth recruitment due to the existing pool of unemployed workers. The current situation in the construction skill sector is that that focus on higher qualification. The demand for higher level skills raises the qualification bar and focuses on the attention of skills that are being developed and management training needed to interface with other sector and the supply chain. Infrastructure has much grown in the recent years and the growth is exceeding the previous records and there is expectation that the growth will increase in the forecasted period. The increase in the construction sector will call for more skills in the sector. The manufacturing sector however has worsened with the domestic demands in the short term weakening and there is minimal expectation in growth in the sector. Skill gaps Skill shortage sector in professional sector have shown that 46% of firms in construction sector have gone back to recruitment of new qualified staff or graduates. The current situation of new recruited staff and graduates has been obtained to be 4% of the total workforce and this has been half of the number that was employed in the earlier 12 months. This shows the gap that has to be filled in the professional sector. The oversupply of graduates in the sector has been as a result of low uptake of graduates in the recession and the structural changes in the economy of the country. Hard to fill vacancies for skilled staff in the country have ben as a result of applicants of the vacancies lacking the skills that are required, lack of enough people being trained in the construction sector in recent years, relevant work experiences and the applicants lacking the attitudes that are required. Future skills Future skills that have been considered in the industry are those that have been set for reduction of waste and carbon impacting the outputs that are constructed using the skills, processes and the products that are involved and the necessary skills that are needed to respond. The building blocks that exist represent opportunities that are considerable. The future construction industry focuses on low carbon agenda and this makes the industry have the potential of creating a given number of jobs referred to as green jobs. The creation of the jobs also is expected to create up skilling in all levels. The future construction sector will need specialists’ skills in order to meet the high specifications and low energy requirements of the future infrastructure and building sector. Offsite manufacturing in the future has the potential to increase as the industry moves from a point of recession to recovery. The new working environment in the construction sector will not require new skills from training or creation of new jobs but will mainly focus on increasing the skills on those that are in the industry and addition to skills to those workers that exist in the industry. The focus was on the deviation from the medium term and the long term that is up to 2020. In a research the present focus shows that about 19% of the workforce that is used in manual construction will be in the retirement age which will lead to loss of experience and skills. The loss that occurs on the ageing professional workforce is likely to be less of a problem that that of labour workforce since professionals frequently prefer and are able to continue working after they retire. The problem will be that of staff than a need to retain a group of professionals that had been in the sector who do not have the experience and skills to meet the new needs of the sector due to improvements. The changes in demand that have been noted will result in needed for skills that focus more towards assembling components that have been manufactured. The construction processes in the industry will be computerised at each stage of the process and have greater understanding on the trade rather than only manufacture but how different aspects and the components of a finished product will interact. The skills were formulated with the general feeling that the worst period of recession was still not over. At the current situation, it is difficult to point the major programmes that will be affected most by the public expenditure. Planning and initiatives to the future skills in construction sector Political initiatives have been put up to enable getting the right skills needed for the construction industry in the future. Political climate have been able in the current situation been able to cutting expenditure that aims to reduce the budget deficit and the high level of public debt. The initiative aims in cutting housing funding that will significantly cut infrastructure funding. This is put into place so that there will be an effect into the supply of skills. The other initiative that has been put into place is that of investing more in apprenticeships with an additional of 250 million dollars each year to provide more adult apprenticeships. The initiative is focused in the construction industry as it will offer a boost for the occupations that primarily rely on construction industry. The initiative is also meant to increase the training of existing workers in the industry so that they cope up with the changes in skills that occur in the industry. The strategies and decisions that are made by the government and the construction sector are with the consideration that there are increase in the activities in the construction sector with consideration of both manufacturing and infrastructure. Plans on green jobs also tend to need more skills in the sector. The building blocks that exist represent opportunities that are considerable.
