The Primary Rights of a Civilian Residing in Sydney Food, shelter, education, health and sanitation facility falls under the primary rights of a civilian residing in any city across the globe. Under food and health, falls the quality of drinking water which is provided to the civic society. This supply occurs at a common plane in most of the cities and obviously in bulk which is why the quality control in these areas becomes a bit problematic for the authority. However, the problem of controlling the quality of food or drinking water is a troubling area but a systematic approach to the problem will surely launch to a systematic solution. The city of Sydney is ranked as one of the most modern cities of the world in the present context. Yet, the recent survey by National Medical Journal in Australia reported some problems regarding the quality of the general water supply and the rate of water – borne diseases occurring from kit is also increasing every day. All the four areas of water quality namely physical, chemical, microbiological and radiological elements are under strict scrutiny and demands immediate attention of the authority. Sydney is a city with high industrial centers and it can be treated as the heart of Australia. Sydney is also very important from the commercial point of view as it is the foci of the trade and commerce executed throughout the continent and the base of Australian trade and commerce globally. In this context, the health and sanitation of the city needs special attention of the government as there is also a considerable emigrational pressure on the township. Lot of people come and visit the city everyday and water-borne diseases can transmit fast from the city and get into it as well. Amidst the areas of factors which are responsible for decreasing the quality of the drinking water, Sydney faces the challenge of the microbiological factors as the most affecting hazards. Special attention is also provided to the microbiological factors although all the other four areas also hold importance in its own way. One of the largest cities in Australia, Sydney is densely populated being one of the most important centres of art, fashion, culture, trade and commerce in the entire region of Oceania with a population density of 2008 per km square recorded in the year of 2006. The city of Sydney has the fixed residing population of more than 450,000 and apart from it; there are also a considerable pressure of population who travel in and out of the city for various reasons pertaining to trade and commerce. These people also consume the drinking water supplied by the civic authority. Therefore, it is quite a burdensome work for the authority to regulate and maintain the quality control of the supplied drinking water in the city of Sydney as it becomes obvious from the above mentioned facts that the water consumption of the city is high in all the cases and does not get low under normal situation. The micro organs such as protozoan parasites namely Cryptosporidium and Giardia have become recent challenge in front of the water treatment and quality control authority in Australia. These micro-organisms have become a major threat to the water distribution system in Australia. The authority is circulating boil water alert in the city but this scenario in a technologically sound city like Sydney is not at all desired. From the commercial or political perspectives, the position of the city is quite important and sound infrastructure providence for its civic society is obviously desirable. Water supply is essential and falls under the basic amenities pertaining to sanitation and health. The biological hazards encountered from these bacteria are serious and crucial as there is no perfect treatment to the health problems occurring from the ingestion of the cysts belonging to these organisms which are found in an environmental stage which is resistant of the pathogen that causes stomach disorders like diarrhea consequently resulting into stomach cramps. The serious attack of ht disease can spread epidemic and prove to be fatal as the disease can cause death too. Under these circumstances, the purification of the entire water distribution system of the Sydney city is important and actions should be taken prompt and there is a huge chance of spreading of the disease fast due to the high population density of the city. Present, drinking water supply and guidelines crafted out for it does not support the assistance of Giardia bacteria in the drinking water supply of Sydney adequately. In this area, a considerable development is already witnessed by the overseas countries like that of United Kingdom and America. These countries have also rendered certain standard guidelines on the water treatment used for drinking purposes precisely to fight against these micro-organisms. But the guidelines pertaining to water treatment to cure the presence of these pathogenic organisms in the water supplied for drinking is not adhered properly and the little amount of measures are undertaken by the authority in charge of the quality control and water purification is not maintained thoroughly. The concept of boiling alert in a city which is so important like Sydney is not at all feasible. The civic society of the city like Sydney, which is the heart of the entire cultural and commercial centre in Australia, deserves minimum attention on the realm of health and sanitation. The political representation from Sydney in the parliament is not bad. Negligence of an issue like quality of drinking water is alarming and indicates sheer incapability of the people responsible for maintaining the issue. Regular reports of the parliamentary committee or surrendering to the civic society with a mere water boiling alert are nothing but sheer escapism. Such alerts are also given in the third world countries lying in the Sub-Saharan Africa or South-East Asia. But a sophisticated city like Sydney with a high technological assistance would have done something better than this and they ought to have taken measures at a scale far more than the present authority in charge of the quality control and maintenance of the drinking water The microorganisms like Giardia cannot be neglected at any cause. The outbreak of epidemic that took the lives of 104 people and resulted in sickening of more than 4,000,000 people in United States in 1993 was a contamination event. The Parliamentary committee puts forward a surprising note which sounds almost like words coming out from the mouth of a kid. Parliamentary committee conveys in a report that the detection of these micro-organisms is a very recent phenomenon in the water distribution system of Sydney which is why no increase in the identification of the disease has been noticed. By conveying this kind of note what actually did the parliamentary committee tried to display is beyond normal understanding. A measure to remove these Cryptosporidium at a random scale is the prime need of the time. Otherwise, Sydney is also going to witness a disaster like United States. The modern water treatment plants in Sydney should be capable of removing at least 99% of the oocysts. Sydney Water Inquiry passed a concluding statement however that the water treatment plant is not capable of removing Cryptosporidium oocysts. The disinfection technologies need serious investigation for the water distribution system in Sydney. The determination of the sources of pathogenic organism is yet to get investigated. In Overseas countries too the outbreaks of such diseases have also failed to point out the exact source of water contamination. Under these circumstances the authority of Sydney water distribution system has to be more careful and cautious. The catchment management of Warragamba Dam is very essential in this scenario as it might help to eradicate some of the potential sources pertaining or scattering contamination in the water supply of the city. The contamination of drinking water is a serious problem for almost all of the cities across the globe. In Sydney, it is quite a blessed situation that the detection of the pathogens has been possible at an early stage. However, only detection of the contaminating pathogens is not going to help.
