Evolution of the United Nations as the Global Government - Thesis Example

The Secretary-General is not the only one mentioning globalization as a powerhouse, and challenge to the evolution of, current world government regimes and their global governance.Global governance is the outcome of a non-hierarchical system of worldwide and multinational institutions (Grugel & Piper, 2007). Global governance is distinguished by the reduced importance of states and the increased participation of non-state players in the processes of norm and rule-setting and monitoring of compliance (Grugel & Piper, 2007).

Furthermore, global governance is likened to multilateral governance, implying that governance occurs not just at the international and national levels but also the local, regional, and subnational levels (Hewson & Sinclair, 1999). Therefore, this study will be all about evolution or change. The emphasis is on the United Nations but the scope is the larger world that the multilateral organization serves.The researcher will attempt to contribute to the understanding of the United Nations as a distinctive world government.

However, the United Nations has evolved greatly in responding, quite frequently in an unplanned way, to a world wherein the inviolability of state sovereignty should be matched up to the inviolability of human rights (Sinclair, 2004). It has been a decade since the United Nations initially consented- cautiously- to supervise elections in a constituent state. At present, the tradition has become quite widespread as to necessitate a special unit in the Secretariat (Sinclair, 2004). Due to the continuous domestic conflict in Croatia, the United Nations realized, all the more uncertainly, that force should be exercised as an interim measure to end humanitarian calamities and to build peace as well as to deal with and ward off threats of violence (Wilkinson, 2005).

In an astonishingly short time, the Security Council and the Secretary-General realised that while such exercise of force was indispensable, under vague terms, it may best be exercised by external alliances under the command of the Security Council (Grugel & Piper, 2007).
