Hence there is a strong need to identify the drawbacks of the present system and to improve the same by introducing alternative contract systems (Spot purchase of contract hours) which will be more economically viable (It costs £9.50 per hour), ecologically sustainable and technically feasible. An effort has therefore been made to identify the weakness and strengths of the present system and to evolve an alternate contract system without compromising the quality of services to be provided to the patients suffering from learning disability.

A review of the literature was made and some primary information was collected from 40 customers who received the health care treatment in the form of a questionnaire. Lack of infrastructure for providing basic social and health care for persons with a learning disability was noticed as the most important drawback. The Metropolitan Borough of Tameside comes under the metropolitan borough of Greater Manchester in the northwest of England. Its western border is located nearly six miles east of the center of Manchester.

The Tameside consists of the nine towns of Ashton-under-Lyne, Audenshaw, Denton, Droylsden, Dukinfield, Hyde, Longdendale, Mossley and Stalybridge. It reflects the most diverse sections of the population living in this area. The name Tameside has been given to it due to the River Tame, which runs through it. It borders Derbyshire to the east, the Metropolitan Borough of Oldham to the north, the Metropolitan Borough of Stockport to the south, and the City of Manchester to the west. Tameside was created on April 1, 1974, by the Local Government Act 1972 as one of the ten metropolitan districts of Greater Manchester.

It took over the local government functions of nine districts which were formerly in the administrative counties of Lancashire and of Cheshire. As mentioned earlier, the diverse groups of people living in this zone make the formulation of management strategies very complex.
