The central research process, however, is the responsibility of the National Transportation Safety Board. The party process is the involvement of other parties in the investigation process.
Some of the agencies in the party process include the Federal Railroad Administration, the United States Coast Guard, and the Federal Highway Administration. The process aids the National Transportation Safety Board gather the required background data used in creating a report to the Board Members appointed by the President. The members of the board are the only five people given the mandate to determine the cause of an accident conclusively. An independent relationship between the parties limits the agencies in the party process (Mintzer 2012). The parties involved in causing an accident are not involved in the investigation to enhance the credibility of the process. The party process ensures that the research process is done in an effective way exhausting all the probabilities of the cause of the accident.
