HUMAN RESOURCE DEVELOPMENT Human resource development is one of the most vital parts of various organizations in the contemporary workplace. After an intensive and extensive interview With Mr. Mohammed Ali who works a Human resource manager with Dubai public department a lot were learnt from this department in any organization. This interview was carried out on the basis of face to face in the manager’s office after working out an appointment with the relevant authorities. The interview was meant to explore the various concepts surrounding Human resource development as a social science that is at the forefront of the organization’s manpower efficiency. It is important to note from the interview that this profession requires some patience on the part of the person and resilience that many other positions in the organization may not have. Being a human resources manager is not a job that one comes to be over night but it takes some time as one rises up the ladder of leadership. Since this assignment has to deal with the personnel which are basically a social society of people, a manager need to learn to know the psychology of various people. This will influence his mode of actions in the line of duty can be consistent with social norms. To become an established Human resource professional, the career has to be built with time from a junior level so that experience is gained with time over the observed behavior of people in the workplace so that one is in a position to deal with workers in various social circumstances. The length of time one stays with the organization as learnt from Mr. Ali who has worked with the department for over 15 years reveals some positive correlation with performance. Human resource development must be undertaken in line with the tradition of the organization and this simply means that it will take person practicing this career to take some time with the organization to learn how the workers mentality is tied to the existing culture. It is important to note that various organizations have varied cultural beliefs and this significantly influence the conduct of workers and their productivity. It is a profession that requires relatively lengthy attachment with a given organization so that one continually learn how to incorporate interpersonal skills into the management method and it is always appropriate that most of the organizations groom one for at least five years with intensive on job training and a number of seminars and conferences that would strengthen the understanding of the managers. Various organizations have different management structures and Human resource policies that explain the preference of a person to join a given firm. This job entails working with people in the spirit of team work and requires some authority to execute some duties with independence. In the event that some of these conditions are not meat in an organization or the decision of the human resource manager is to be influenced by other departments, the organization may not accommodate effective human resource managers .In this respect many professionals are notable to work with the desired efficiency hence possible short stay with a firm. There is need of specialization in Human resource development since it is a wide scope that deals with various concepts of human capital in an organization and therefore difficult to handle as a whole. Within the HR department various persons have titles that are consistent with their duties and this corresponds to their various fields of specialization. To boost their efficiency and effectiveness in the department, most of organizations need to ensure that the managers are taken through regular on job training to update them on the emerging issues in the fast changing socio-economic and political issues in the line of human resource development. Human resource development requires mentorship for an interested candidate so that the experiences of the senior managers can be passed on to the upcoming ones. It is worth to note from the findings obtained in the interview with Mr.Ali that coaching in this profession helps in developing interpersonal skills and concepts of teamwork. It is the duty of an experienced HR manager to mentor other with the aim of improving the productivity and preparing them in line with the organizational succession plan. Due to the influence of globalization, there is a change in social order and this significantly affects the work of HR manager hence need for continued learning to acquire new skills that are in line with the expected changes. This constitutes further studies and regular appraisal that the organizations need to undertake. It is advisable that HR professionals to multi-skill especially in the field of social sciences to improve their ability to master a wide scope of workers behavior and the organization’s performance. Entering the HR position requires patience and good analytical skills that are based on the ability to master various concepts with time. One needs to be free and form a friendly relationship with both the workers and fellow HR department leaders to boost understanding of people’s behaviors in work place. When it comes to hiring of individuals for a job vacancy, the HR team goes beyond the paper credentials in the current society and explores the candidate’s personal attributes. This concerns language command, interpersonal skills and ability to appreciate team work as this is the contemporary pillar for effective employee performance. It is equally important to uphold honesty in this profession by observing merit in offering a chance to a recruit. HR development is a time based career and the longer one stays with an organization the better. However, if the organization’s policies seem oppressive to further personal development one need to quit and seek a place in another organization with sound HR practices that include dependency and teamwork. Some of the unwritten laws HR include ethical codes of conduct that need to be observed when dealing with workmates and the personnel besides consistent consultation with other departments on various issues. HR development requires deep interpersonal emotional attachment between the managers so that they can always make informed decisions after a participatory discussion. This means that various ideas solicited from various managers in the department is likely to exhaust all the possible resolution attempts. It is therefore advisable that the HR professionals socialize within and outside workplace since this will strengthen homogeneous action when dealing with various issues that affect employees and organization from internal to external image. HR development has some unwritten rules that include further personal investigation about the organization’s personnel related issues in and out of the organization and this explains why it is a continuous practice without limits of location. Interacting with supervisors exposes one to various skills and ideas that are commensurate to mentorship. HR job requires sacrifice on the side of the manager which entails working up to late hours in the office, sometimes extending to the weekends with the sole reason of achieving the strategic goals set by the organization. It requires a lot of personal discipline as far time is concerned since one need to be in the office earlier than other worker and leave late. This is fairly tricky considering that the managers also have families to attend to. Maintenance of family life as HR manager requires that one attends to duty and do it to perfection in such a way that after leaving the office, one will not have to be recalled. Personal discipline will help one to organize his/her work schedule to capture various activities in a manner that they are attainable in time. In some cases, delegation of duties is also important to ease work. The family is fairly important and weekends and holidays need to be exploited to the maximum to enjoy some time with them. This must also be backed up with good explanation to the spouse the work nature and schedule. Read More
