The MOH monitors the healthcare-related activities of the public as well as the private sector. Growth in the sector has been forecast by McKinsey & Company due to lifestyle changes and a growing aging population. All these demand quality services and hence a study was conducted to evaluate the extent to which human resources management (HRM) plays a role in excellent service delivery. The aims and objectives were laid out in chapter 1. A quantitative approach to the research was adopted as it enables the researcher to learn about the attitudes and opinions of the employees and the health experts. Data was collected through questionnaires and open-ended interviews.  The survey questionnaire was distributed among the medical staff at the four Armed Forces Hospitals in Taif while telephone interviews were taken with the health experts from three of the four institutions.

The ethical concerns were taken into account and the purpose of the study was informed to the respondents. This study focused on the Armed Forces Hospitals in Taif. After a secondary search through online libraries, the internet, and academic journals, primary data were collected. The details of the methodology and the search process have been given in chapter 3. All the objectives laid out in the first chapter have been achieved. The study finds that while HRM is being practiced in Saudi Arabia, it is not consistent and is not performed in all functions. While recruitment and performance appraisals are functions where HRM has made efforts to change, training and development appear to be the most neglected area. The cultural influences of the Kingdom also impact the performance in organizations where family and kinship hold importance.

This is because recruitment and promotions are most often based on personal connections and family members. However, the primary data does not suggest as grim a position as was determined through the literature review. The findings were analyzed in chapter 5 and then conclusions were drawn. The study concludes that HRM should be strategic and it should be in alignment with the corporate goals and policies. Much needs to be done to enhance the performance because patient satisfaction levels have not yet been reached. The study concluded with recommendations for improving the performance of HR activities in Saudi Arabia. The study also gave suggestions for further research on the subject. The limitations of the study were highlighted as the questionnaires were not distributed in all the departments.
