Extract of sample "International Society"

Modern world politics can be considered to have an international society if we refer to the statement by Bull, who underlines that if there are institutions that propagate and support states’ cooperation, such as international affairs, international organizations, and weight force regulation. As far as we know, modern politics have such kinds of institutions. Therefore, it is possible to claim that statement by Bull on international society's existence in modern politics works though it should be taken into account that there are a lot of debates on international society's existence in world politics due to numerous global international problems.

Nevertheless, a practical adaptation of this statement has met a lot of obstacles and will hardly be used in the future. The methodology of Bull can unite states in their common goals and values through international society. Bull can be determined on two main concepts: pluralism and solidarism.  If to follow Bull we can conclude that all the states are united in a state’s system united by a community of interests, values, rules, and institutions.  The difference is as follows: a solidarity international society is striving for progress, development, and propagation of international law. Further on we’ll ground our discussion on a solidaristic international society. This approach of Bull is more relevant for modern politics. Developing this idea, the force can be justified and legitimate if it protects and enforces international law. As far as we can see, Bull tends to generalize and unify. He supports systematization. But where is the boundary between ‘system’ and ‘society’? Does it exist? Or do these concepts are transformed into one another and blurred to such an extent that they are justified to be considered synonyms?

By Stanley Hoffman, ‘system’ implies states’ interaction and mutual influence. ‘Society’ for Bull implies a community of interests and values etc. These two concepts can be equally regulated by common laws and rules, i.e., international law. In this case, an anarchical society of states disappears and an international, well-structured society appears. All forces and regulations of states should be directed on the preservation of social order among states. 

Another researcher Alex Bellamy in his book “Introduction: International Society and The English School” discusses political claims by Bull as a fundamental and constructivist political theory. Bull with his followers from ‘The English School’ should be taken into account due to their principality. No matter that there is a condition of anarchy; there is a society of states. Bellamy claims that this statement is worth following while there will be a result of states' unification and social order.  

Conclusion

Even though this work was written nearly half a century ago, it is still very interesting and important for modern politicians. In modern politics, it serves as a source for constant application and reference. Especially claim that the basic component of politics is the element of mutual actions and regulations shouldn’t be underestimated. Modern world politics can be considered to have an international society if we refer to the statement by Bull, who states that if there are institutions that propagate and support states’ cooperation, such as international affairs, international organizations, and weight force regulation. Many of Bull’s approaches are relevant for modern politics. Developing his idea, the force can be justified and legitimate if it protects and enforces international law. As far as we can see, Bull tends to generalize and unify.

Concerning the everlasting presence of “international society” in the world political system can be supported. First of all, the existence of international relations is evidence of states cooperation. In the process of states' operation laws, regulations of conflicts, settling of rules and social order established. Secondly, power is balanced and delegated on all governmental levels of united societies. In such a way international society can be regulated. Therefore, governmental institutions of states are endowed with power and equal rights. Consequently, we can trace tendencies to international society both in the Romanian epoch and modernity. Centralization and unification have always been the main goal of states while it leads to social order and law regulations. Therefore, a claim by Hedley Bull is efficient and works at least in modern politics. There always has been present a tendency for international society to reach unification of states, social order, international laws and regulations’ observation.
