This model was developed through cooperation between the police, city departments and the community. The community policing structure contains police officers, community relations officers, neighborhood watches and other parties.
Over the fifty-three years since its establishment, the Abu Dhabi Police Department has seen expansion in both structure and scope. A major motivation to modernize and re-structure the ADP has come from the rapid growth in the population of UAE, especially that of Abu Dhabi. According to 2006 statistics, the UAE population was estimated at 2.94 million, with a growth rate of 6.5%, while the Abu Dhabi population was estimated at 1.5 million (Abu Dhabi Department of Planning and Economy, 2009). This high growth rate has been due to rapid economic growth, which has attracted large-scale immigration from neighbouring Arab countries, the Indian sub-continent, and the Far East.
Economic development led to the adoption of advanced technologies even by criminals, who have undertaken ever more sophisticated crimes related to trade, drugs and money laundering. In addition, changes in lifestyles led to weakening of family ties and resulting in many people living alone and isolated. As a result of these changes, the ADP realized that it would have to change its traditional approach in order to improve its performance in preventing crime. More specifically, ADP has made an effort to initiate a Community Policing Program that will engage the mutual participation of the police and the public in crime prevention.

Road safety encompasses orderly road development and management, provision of safe and roadworthy vehicles and quick and rapid response to traffic accidents. The role of police in improving traffic safety should be clearly defined. They include swift response to accidents, ensuring only safe and road worthy vehicles are on the roads and ensuring all other legislation regarding road safety are observed fully.
In recent years, a lot of emphasis has been placed on the importance of integrated management systems which correspond to the requirements of international standards. This has been attributed to the expansion of various management standard systems which include: quality management systems (ISO 9001: 2000), environmental management systems (ISO 140001: 2004) and occupational health and safety systems (OHSAS 18001) among others.
TQM strives to create an organizational system that fosters "implementation of process management practices which lead to continuous improvement processes, products and services as well as to employee fulfillment."
