The provisions do not incorporate other attempts in legislating the fidelity or iigood judgment to the law. Rather, they are confined in practical consideration. Meaning they are important to making the proper foreign policy and the efficient functioning of the nation. It is important to be reminded that the legal body the covert action is one of the congress acts. The act of national security formed the Central Intelligence Agency and approved it in 3performing other duties and functions related to intelligence that affect the national security as the council of national security may occasionally. The other responsibilities that the CIS need to perform were not outlined but it is required that other covert activities will be included. Secondly, the covert operations in the United States must be looked at explicitly. Due to the constraints of the world and local setting, the operations of covert cannot be taken to a low cost alternative. The US finds it very hard in controlling the operations it caters and setting the limits on that dimension. It may also have minimum choice for becoming partners with the secret operations. In deed the covert action normally results to different outcomes from those in the mind of policy makers. At least the president of United States should limit the capability of the US for carrying out the covert paramilitary operations. All the responsibilities for the paramilitary should be given to the milliatary.it will be better if a special operation command is developed. In that manner, the president will be disabused of the debate that wars can be carried out cheaply and would be evident in foreign policy. Additionally, the new administration needs to disband actions such as the measures of destabilization of economy, assassination plots and election interference Apart from morality issues, the main reason for curbing assassinations is its practicality. It is one thing that the United States is not good at. For instance between 1965 and 1961 there were plots of killing Castro. The reason why the ploys did not succeed is because the agency that came to overturn the government was very slow in this. The activity resembled the outright murder which is in violation of the CIA professionalism. That is the reason why the plans of killing Castro dependent on the contacts of Mafias. Additionally, no one can so sure on the results of killing a prominent person. Other forms of covert operations like the propaganda dissemination and political advice provisions and assistance to influential individuals and leaders in other nations are unlikely to have potential in the operations of paramilitary, economic destabilization, and assassination plots. Such covert operations can be regarded as diplomacy permissible extensions. Even the milder convert actions need to be considered as a tactic for cases where crucial interests of American security are at hand. Consequently, the officials need to use covert option as the last options. Pressure from the economy can be suspected simply since there is minimal evidence that it is functional. Whether a single pint to United States sanction against another country, the result is that the actions normally end up forming his target country to self-sufficient and cement its resolve in carrying out the policies. iv Subsequently, when an election is interfered, it normally ends up being much work. Deemphasizing even the faint covert action forms would be an encouraging development for CIA. 5 The principal of the agency should be the evaluation and collection of information, functions that have been used by more covert operation. If the Criminal Intelligence Agency has a crucial role to play, is to be the watch out of the US in a world that is dangerous. The covert action preoccupation merely flattens the agency from carrying out the mission. Therefore, covert actions should not be used in pursuing the objectives of foreign-policy that lack the support of the congressional and the public. The reasons behind this are moral and practical. From a practical point of view, the lack of support can easily undermine the motivation in the long-run, resulting to the execution failure.
