Name: Lecturer: Course: Date: The primary research Findings Major problem or opportunity the training section is facing The finding shows that the new ministry is trying to build the capacity of UAE donor organization as well as MICAD staff. The results further shows that the challenges faced are numerous such as challenge of finding a suitable consultant to develop training, which is linked to humanitarian issues, and to use the language used in the ministry. The language in the ministry is Arabic; this makes the training department conduct the training event in Arabic language. It is also observed that in the humanitarian sector, there is no much-qualified Emirati trainer to provide such training and there is need to expand the trainer’s database with certified Emirati trainers. The research also shows that there are problem with International trainer in terms of high cost and lack of awareness of the culture of UAE or unfamiliarity of what the UAE organization does. Another problem is the development of training material. The findings show that international trainer does training and they develop the training contents. The MICAD do not have the capability to develop their own training content in the local language because of the fact that there are no qualified trainers to do that, furthermore, the ministry was still new and its structures are not well established. Discussion The primary research Best solutions in order to increase the database of Emirati trainers Training of trainers There was an initiative to train trainers in Vietnam and equip them with necessary skill in humanitarianism (Ifrc.org). From interview, those interviewed viewed this as a way in which trainers would be increase in AED. A leaf can be borrowed from Vietnam training by involving all humanitarian communities and translating learning material into local language which can be used by the local communities in training and understanding the principles and practices. More than 3000 copies of Sphere handbook were translated. Similarly the same idea can be incorporated in AED (Ifrc.org). The ministry therefore need to identify the person to be trained and the necessary training programme for the trainers and then send them or invite the trainers to offer training locally. Government subsiding on the cost of international trainers Through cutting down the cost incurred to hire an international trainer, it would be easier to get the international trainers train more trainers locally and therefore increase the dataset of trainers. The government should take initiative of subsidizing the cost paying a certain percentage of the cost. This is because the ministry experienced a challenge in terms of cost in hiring the international trainers. This will make it cheap to hire the international trainers for a certain period while building on the local trainers and giving them international perspective of humanitarianism. The government can do this by paying some amount that the trainer the ministry hires need. Channelling more funds to the ministry Training programme is normally expensive and require a lot of money. Through proper channelling of money from the government and donors money as well as grants to the ministry, training programmes will be conducted without any financial hiccups. These funds will be used in various activities such as organising seminars and workshop as well as translating learning material from other international languages into Arabic language for local use just like what happened in Vietnam where Sphere Handbook 2011 edition was translated into local language and about 3000 copies were widely distributed to humanitarian communities (Ifrc.org). There are many other materials which can be translated into local language which will help in training people and hence increase in the trainer’s database. Proper channelling of funds can be done by the government popery budget and recommendation from the ministry about the important training projects that need to be funded. Personal initiative to enrol in online courses With the emergence of computers, people are able to learn online through registration of courses, similar staff in the ministry can take the personal initiative to enrol for the humanitarian training programs offered by professional trainers, through such programmes they will acquire knowledge and training skills, which they will later apply in the country. There are professional humanitarian training courses and workshops offered online such as the one offered by professionals in humanitarian assistance and protection (Phap.org). Theses professional bodies advertise for the various training programme, venue and the trainers who will facilitate the training programme. Personal initiatives can originate from staff of MICAD due to the need to better their services, however the ministry need to cheap in and ensure that the staff really undergo through training by putting measures that the application need to be done through the ministry so as to avoid forgery which might later cause problems to the whole ministry . Such policies could include staff with interest through their own initiatives should submit their names to the ministry which will ensure that they are registered for the programmes. It is necessary for the ministry to follow up the training sessions to ensure integrity and that the staff really gets quality knowledge and are not just in the venues of training for other purposes. Upon successful completion of the courses, the ministry need to recognise the effort by whichever means possible that will make more staff want to participate in these trainings. One of the best ways to train increase the database of Emirati is to train the trainers through having the selected staff go to overseas countries to further their studies. This method is called the Multiplier effect meaning that the investment in one person's training will be multiplied in the organisation and the potential benefits will be felt for years to come. The training shall be offered to the staffs that are interested and later on will be able to train others in the organisation. Through this mode of training, not only do participants benefit but also upon returning home, they can impart that knowledge into the minds of other in the organisation. Both male and female should participate in the train the trainers programme in order to promote gender sensitivity in the programme (Thomsonfoundation.org). This solution will be implemented first by identifying suitable person to qualify for the overseas programme. The section of the staff should be based on level in the organisation such that a senior and junior member of staff shall be represented. The chosen team are then given a chance to go abroad to be trained on many areas pertaining humanitarian issues. The training programme can be the initiatives of the ministry in that it should fund the whole training programme. The acquired knowledge and skill will then be transferred to the rest of the team through use of seminars and workshop. Here, there will be several training internally from the trainers who locally and understand the local language. The ministry can identify the person of people themselves need to submit their names for review for recommendation of such programmes. The government can organise for training locally or in the foreign county where the recommended persons will be send for training. Motivation of staff to participate in the training programme Another possible way of increasing Emirati trainers is to motivate staff to participate in the training programme such as workshops seminars and any other training programme that would help equip them with the necessary knowledge and skills. This method can be implemented by provision of award certificates and any other incentives to those who fully participate in the training programmes as a way of recognising their effort. Through such incentives and motivation many workers and staff will be more than willing to join the team of trainers. Motivation has strong positive influence on employees’ performance (Gure). Collaborative learning initiatives Through initiating and encouraging collaborative learning trainers database can be increased. This is where two or more people learn or try to learn something together. Here knowledge can be shared and created by the active members through sharing of experiences. Learning will be enhanced through use of discussions, clarification of ideas and evaluation of other's ideas. Similarly, by the skilled or rather staff with knowledge on training can actively participate in collaborative learning with their colleagues who do not have the knowledge and are willing to get the training skills this kind of training can be extended to even use social networking and email. this can also be implemented by establishing the goals of the chosen group of discussion, group be midsized, establishing norms, build trust and promotion of open communication, for larger tasks create group roles, incorporate technologies (Staff). Changing of attitude towards training programmes In cases where there are training the attitude needs to change. Attitude change is modification of an individual general evaluation perspective of a stimulus (Cacioppo, Petty and Crites Jr.) This means that there is need for commitment in acquiring knowledge through these training. This method can be implemented by employees being committed and changing attitudes towards training and attend training and this in turn will increase trainers database. Government scholarship and donor aid scholarship Government giving scholarships to students in the courses in order to persuade them to undertake the course at early stage and in so doing they will have increase in Emirati trainers. There are many young people who are not sure of what they want to do in life but need an advice concerning the courser they would rather do. Through the ministry, the government need to offer advice to these young people and encourage them to pursue humanitarian training course, which it will sponsor. Some of this courses are normally not in the country , the government through the organisations it has partnered with and the international relationship establish should help in ensuring that the government sponsorship is affected. Furthermore, the government can solicit for sponsorship from the theses international organisation through their government, which will help because it will not only be cheaper in the long run but the ministry will have also benefited in increasing their trainers. Some of the scholarship provided can either be partial of full scholarship. If the scholarship is partial then the government should cater for the other remaining part. After these student have finished their training the proper orientation should be done in a ways for instance through various internship which will ensure that the trainers acquire international skills which will later be implemented in their country. Register for training consortium There are many training consortiums that are dedicated to provision of training. Staff and any other person wishing to train as a trainers need to join the different consortium that are established as their own initiative and encouragement from the ministry and the government. A good example is the Consortium for Humanitarian Service, which is providing intensive hands-on opportunities for students and other practitioners to learn conduct safer and effective international humanitarian operations (Humanitariantraining.org). Some of the consortiums are effort of various stakeholders such as academic, government and non-governmental organisation across the world such as United States and Europe that t are responsible for developing training content and organising training events. Individual need to identify the suitable consortium and consult with the ministry for approval which later on upon approval they can participate, more so the government can identify the appropriate consortium and recommend it through the ministry.
