This paper stresses that data on performance management can be used in the development of strategic plans that is aligned to an organization’s goals and objectives, evaluating policy alternatives, and in the decision-making process. It can also be used in projecting an organization’s annual budget, identifying which approach and practices are best and would yield maximum results, establishing a clear and definite objective of an organization, and as evidence-based data for further development of an organization’s performance.

According to Otley’s performance management framework, there are five central issues that are vital in the development of a coherent performance management structure, and these are: the identification of a specific goal and objectives of an organization; formulating and implementing strategies, activities, plans, and performance measurements that will ensure that the objectives are met; setting specific levels of performance management required; constructing a reward system, that will acknowledge excellent quality of performance; and, continuous monitoring and enhancement of knowledge and skills.

Nowadays, performance management is being measured in terms of quality of products and services, relationships between organization and supplier, employee’s job satisfaction and commitment to development and improvement of employees (Batson 2008). The current study aims to ascertain the effectiveness of performance management in an underdeveloped country, particularly in Ghana. The study shall focus on the hospitality industry, using Golden Tulip Hotel as the focal point.
