Code of Conduct and Effective Leadership The codes of conduct for the police officers are for the purposes of promoting integrity and good leadership in the course of their operations. It is important for the police officers to fulfill all the duties that have been imposed to them by the law. This includes protecting the members of the community from any illegal acts as well as ensuring that the public is safe (Crank, 2010). This plays an important role in terms of enhancing integrity within the society and creating public trust. Acting through examples when serving the community also promotes good leadership as they act as role models. Respect for human dignity and human rights also form part of the code of conduct for police officers. This is considering that human rights violation by the police officers is responsible for the lack of trust and integrity in the police in most countries. Upholding this code of conduct will promote integrity and hence public trust in the institution as a whole. The use of force by the police should only be applicable when it is necessary. This should be adhered to strictly by all the police officers at all times. However the firearms can only be used when the lives of the members of the public are under threat or when the life of the police is under threat. This also plays an important role in promoting integrity of the police institution in the eyes of the public. In the course of law enforcement, it is important to note that the police always handle confidential information. It is thus important for the police to ensure that the confidential information is not released to the public. This is because some of the confidential information may cause panic or alarm among the members of the public. However, if the higher authority compels the police to release such information, it is important for the police to comply. This will also play an important role in terms of promoting integrity in the institution. The police officers also have the responsibility of ensuring that the people under their custody are in good health at all times. This means that they should take the responsibility of ensuring that those who are ill are treated. On the other hand, the suspects under the custody of the police should not be tortured under any circumstance (Emelianova, 2011). The use of torture is also against the human rights and international law. Adherence to this code of conduct will thus play an important role in promoting integrity in the police force. The police should always respect the law and desist from any act of corruption. This will not only promote leadership within the police but also the integrity of the police. Community Development Plan Overall view The main aim of the community development plan is to identify the measures that need to be put in place in the next ten years in relation to the security issues. The security challenges are also included in the community development plan. This plan will therefore guide the community as well as the law enforcement agencies in their bid to tackle security challenges in the next ten years. The review of the legal framework that is associated with the security issues is also analyzed in the community development plan for the purposes of determining the best method of dealing with the challenges. Poverty is also an issue that has impacts on the security within the community. This is because crime levels are always high when the poverty levels are high. This will therefore influence the security plans in the next ten years. On the other hand, other issue that may impact the security in the next ten years is also the use of technology. This is considering that the technological advancement has also impacted negatively on the security within the community. The use of technology has also complicated the fight against crime and it is an issue that has to be dealt with by the law enforcing agencies (Acharya, 2009). The level of education and employment rates in the next ten years also has an impact on the security issues. Low levels of employment have negative impact on the security of the community. Other emerging challenges like terrorism may also have impacts on the security of the community in the next ten years. Strategic Objectives The main strategic objective of policing in the next ten years is to ensure that the safety of the community is enhanced. This means that crimes levels have to go down and the community has to operate freely without the fear of crime. This means that the community has to be empowered for the purposes of ensuring that policing is enhanced within the community. Empowering the community means people have to be given the power to determine their own destiny when it comes to policies. Community policing is one of the main strategic objective that will be enhanced in order to promote safety within the community. The community will have to take action whenever a crime is witnessed. The rate of organized crimes has to be reduced through the use of community policing. This will also form the first phase of ensuring that the safety of the community is enhanced. The empowerment f the youth is also an important aspect of policing in the next ten years. This is considering that most of the crimes are carried out by the youth in the present time. Empowering the youth is thus an important strep in terms of ensuring that the crimes are prevented. It is also important to note that the process of empowering the youth will require the involvement of stakeholders from various sectors. The process of empowerment has to be carried out in phases. This is because all the youth cannot be empowered at the same time. The measure to reduce poverty is also a target area for the purposes of improving policing with the communities. This is due to the close relationship between poverty and crime within the society. The economic situation in the next ten years is also set to improve and hence the reduction in the poverty levels. This means that the future of policing within the community is positive. The activities that are required to addresses the situation will also involve the formulation of policies that are aimed at reducing the levels of poverty. However, the policies will mainly involve the measures that are also aimed at making the community safe and hence improving the security. Other policies may also involve how to deal with offenders so as to ensure that they do not commit crimes once they are released from jail. The government will be the main actor during the formulation and implementation of the policies. However, it is important to note that other none state actors will also be responsible for the implementation of the strategies. The combined efforts of state actors as well as the non state actors have a positive impact on the policing. The development partners are also important in terms of ensuring the future success of policing. The future of policing may therefore be bright with the implementation of the strategic plans. Some of the policies are currently being formulated and are awaiting the implementation. The full implementation will thus impact positively on policing. Technological is also set to be more advanced in future. This may have both positive and negative impact on policing. The use of technology by the members of the community may impact negatively on policing. This is when the technology is used for the purposes of committing crimes. Such crimes are difficult to deal with due to the techniques that are used. The nature of such crimes also makes it complicated for the security agencies to make arrests as it is difficult to trace the criminals. However it is also important to note that the use of technology can impact positively on policing in the next ten years. This is because the modern technological tools can be used for the purposes of monitoring and hence the prevention of crime within the community. Most of the security equipment are currently being enhanced for the purposes of ensuring better performance. This is due to the technological advancements. The use of better technological equipment will thus improve the policing within the community. It is also important to note that most of the security personnel will have to undergo training on how to use technology to fight crimes within the society. The government and other none state actors will also play an important role in terms of ensuring of ensuring the success of the policing. The future of policing may also be bright due to the awareness about the importance of ethics in the police service. Currently, the issues of ethics are considered important and measures are being put in place to ensure that the police officers maintain high standards of ethical behaviors in their operations. This is for the purposes of ensuring that the standards of integrity are uplifted in the police service. The next ten years will therefore see the police service being more efficient in their work with the members of the public. The cooperation is due to the high standards of ethics and integrity that will be upheld by the police force in future. On the other hand, transparency is also an important aspect that will promote integrity in the police force. The training of the police officers will also be more focused towards achieving transparency and reliability. This will therefore ensure that the public gain more trust in the police force. On the other hand, it is also important to note that the government has to work with the members of the public for the purposes of ensuring that the police are held accountable for their actions (Swanepoel, 2012). The issues of good leadership within the police will also impact positively on policing in the next ten years. This is due to the focus that will be placed on training the police officers to be role models in the society. It is thus evident that the issues of ethics will impact positively on policing in the next ten years. However both the state and the non state actors will have to be involved actively during the process. Technology Proposal The use of electronic security camera is one of the technology proposals for the hometown. This will involve fixing the security cameras at different locations within the town. The security cameras will then play the role of surveillance and hence record the events taking place within the town. Through the use of the security cameras, it will be possible to identify the people committing crimes and hence leading to their arrest. On the other hand, the cameras will also be in a position to detect the exact location and time that the crime took place. This will play an important role in terms of reducing the crimes within the town. It is also supplement the efforts of police offers patrolling the town. The body screening technologies will also be used in the town. However this will only be limited to some areas like strategic buildings and airports. The body screening technologies is also for the purposes of responding to the ever increasing threat of terrorism globally. The use of technology will therefore play an important role in terms of reducing the threat of terrorism and hence saving the lives of the people in the town. Backscattered x-ray scanners will be used for the purpose of body screening. The use of this technological tool mainly utilizes the x-rays to capture and generate images. The automatic generation of images through he screening process plays an important role in detecting where one is carrying any weapon or explosive devices that may lead to destruction of life and property. It is also possible to determine whether one is carrying banned substances or drugs in their body. The use of this technology will therefore play an important role in combating terrorism as well as transportation and use of drugs within the town. The use of biometric technologies will also be applied in the town. This will also play an important role in terms of combating the security challenges and the threats of terrorism. The use of biometric technologies mainly plays the role of verifying as well as identifying the individuals (Adeoye, 2010). This will also be used in the major buildings to prevent unauthorized access to the buildings. Through the use of these technological tools, it will be easy to identify the criminals and hence take swift actions to arrest them and prevent the occurrence of crime. The proposed technologies are efficient and it is difficult to manipulate the systems and hence securing the town from criminals and crime. References Crank, J. (2010).
