 Pros and Cons of effective implementation of Intelligent Led Policing Model in Future Advancements in technology had allowed every industry to have its own way of manipulating the data in order to bring forth the desired outcome. For example, data collected from the retailers are used to predict the consumer demand, data procured from the players can assist in determine the long-term value of a sports team etc. Police department is not an exception, where they analyze the statistics of the occurrence of crime and thereby predict the potential crimes which can be likely to take place at designated times and locations and try to keep law and order under control. Various new techniques have been implemented to sort out the area of crime and ultimately carry out crime mapping analysis. One such technique would be intelligent led policing, which is mainly associated with the operational strategy of law enforcement. “Intelligent-led policing is a business model and managerial philosophy where the data analysis and crime intelligence are pivotal to an objective, decision-making framework that facilitates in crime and problem reduction.”(Intelligent led Policing n.d). Thus, the concept of intelligent led policing revolves around the phenomenon of gathering data and using it as a guide operation in drastically reducing the crime even before they arise. Apart from collecting the information about the crimes, fast and efficient analysis accompanied with the appropriate actions has greater potential in controlling the crimes even before they originate. “Intelligence led policing is zero tolerance policing but against the right people at the right time for right reasons.” (Stevens 2011). This paper will mainly focus on the positives and negative aspects of intelligent led policing on basis of which it can be implemented in future. Based on the ethical and the practical issues surrounding the intelligent led policing, it can be considered as the model for the future policing. Moreover the collective effort of other agencies plays a vital role in the successful practice of the intelligent led policing. ”Police Department need to collaborate with other units and agencies within their cities or countries, such as the parole and probation agencies, which are completely different in scope.” (Joyce 2012). The above can be considered as one of the core concept where the intelligent led policing differs from the normal stream. One of the highlighted advantage of the model would be the excavating the ways by through which the occurrences of the crimes can be greatly reduced. Thus, it is mainly based on the interpretation, influence and impact of the data in a criminal environment. Hence, with the advancement in technology implementation of such sorts of data analysis adds up to the successful implementation of the intelligent led model in future. The diagram below clearly elaborates the working of the model. (Simeone 2008). The criminal environment in a certain area is being interpreted by the intelligence structure, where the data pertaining to the occurrence of the crimes are being collected by the Police department and other external agencies. With the collected data in hand, the decision makers namely the higher authorities utilize their creative and innovative skills in reducing the rate of crime. The nature of the criminal environment differs at various levels. For example, a rural police station may have a different crime environment when compared to that of an urban. It is the prime motive of the model to meet the requirement of the different levels of policing. The other concept of intelligence encompasses the phenomenon of a continuous cycle of information collection, analysis, collation and feedback. This continuous cycle of intelligence process mainly forms the backbone for the emergence of the intelligence product on which the decision makers greatly rely upon. “The 3i model consists of three essential structures: and intelligence structure or unit, the criminal environment, and the decision maker.” (Simeone 2008). It also obvious from the above that apart from the police people the other private security agencies are also involved in implanting the intelligent led policing. Moreover the failures faced in the traditional policing paved the way for the emergence of the model where the highlighted advantages were able to fill up the demand lacunae. Another unique trait of the model would be above the process of information or the intelligence gathering technique; it can be described as a business process. “Intelligence led policing is a business process and not an intelligence gathering technique.” (Ratcliffe n.d). It is viewed as the business process mainly because of its top down hierarchical focus and data analysis. Moreover, it can be easily adopted as it is managerially challenging. Above all unlike the other forms of policing namely the standard traditional policing, community policing, problem-oriented policing and compstat the intelligent led policing mainly targets on the prolific offenders and other major crime problems. They also concentrate on some areas which are under the concern of the police department. Apart from this, they are able to sort out the epicenter of the crime and are able to reduce and disrupt the criminal activity or problem respectively in a particular area. With the above one can clearly understand the uniqueness of the model which can be implemented in future in reducing the crimes. Rapid analyzing of the data from different perspective and scenario greatly assists the decision makers to stay alert of potential crimes. “Moreover, this real-time data can be sent directly to mobile phones for in-car computers to alert officers of potential threats or impending dangers in specific geographical areas.”(Jardine n.d). The intelligent led policing model can also considered economical because through the maximum utilization of the resources the exact point of the occurrence of crime and other areas that need increased attention can also be identified. Above all with the existing database of the crime analysis, the police department will be able to sort out the persons involved in the crime, types of crime pertaining to specific places. With the available profile information the decision makers can start their initial investigation on the most likely culprits. Thus, analyzing the crime trends in a certain place can allow the police department to address those crimes sooner and reduce the adverse impacts that they have on a specific community. Thus, with the above the positive impacts of the intelligent led policing model can be used for the future purposes and thereby to have an effective control over the occurrences of the crime. This part of the paper will discuss certain demerits or constraints involved in implemented the model. In most parts of the world the process of intelligent led policing is in the juvenile stage and some countries reported certain implementation problems associated with the model. With the assistance of the technological advancements such as the internet technology effective practicing of the model would be initiated all throughout the world. The major debate regarding the intelligent led policing would be the usage of the informants and surveillance. Though policing have a tradition of utilizing the confidential informants to collect information about the potential occurrences of crimes, questions are being raised about the usage of the paid informants on economical terms and in regard to the moral issues for the police department. Also the practicing of the intelligent led policing is greatly restricted because of its cost which certain agencies find it difficult to afford. Another vital factor which is focused on would be the strategy being used, which have an emphasis on the proportionality, where the police department may estimate a certain area to have a high level of crime rate compared with that of the others. In that cases, much more concentration is given to that area rather the other areas in a locality, this may lead to the increase in crime in other parts proportionately. Some of the other implementation problems would include the technical, cultural and organizational factors that are acting as the major inhibitors in adopting the intelligent led policing. That is, sharing of information among the various levels in the police department hierarchy affects the ultimate crime reduction policies. Above all the decision makers mainly have to rely on the confidential informants and other private agencies. “Intelligence led policing appears to be fluid as police departments experiment with different organizational philosophies, priorities and as they attempt to integrate community oriented concerns into managerial decision-making.” (Intelligence led policing). Moreover, in some countries, the name intelligence led policing are being used as the information led policing because of certain public concerns. In such cases the word information means raw data when compared to the meaning of the word intelligence which means analyzed and refined information and hence it can be misleading. Discussed above were some of the advantages and disadvantages of intelligence led policing. With the advancements in information technology, the concepts such as biometrics, DNA fingerprinting and advanced techniques in forensic science can be implemented in intelligent led policing whereby their demerits and the negative impacts can be considerably reduced and overcome making it an effective technique which can be used in future. Thus, the intelligence led policing can ultimately achieve higher levels of public safety and effective reduction in the crime rates.
