The memos always consists a short and general description of the subjects/items to be deliberated at the meetings/hearing. This essay attention is on the momentous hearing held at the City Hall on 200 North Spring Street Los Angeles in room 1010. The hearing was held by Jobs and Business Development Committee.

The hearing took place at eight thirty in the morning on the eightieth of September 2012. The regulatory matter/item of the hearing was the motion over amending subsection (a) of Section 21.30 of the Los Angeles Municipal Policy (Jobs and Business Development Committee 3) The council had a crucial debate over the matter of the amending subsection (a) of Section 21.30 of the Los Angeles Municipal Policy which suggested the exempting of new investors from paying business taxes. After reading the hearing agendas online and watching the video, it is notable that the members had a critical decision to make over the matter.

The committee had to consider the report and ordinance made back in March, 20 2012 by the city Attorney. The ordinance was prepared to ask the Attorney to formulate and present an order that will extend business taxes break for new investors for another extra three years. The ordinance was then approved on November 9, 2011, by the committee members (Jobs and Business Development Committee 3). To analyze the hearing report perfectly is opportune to look at both the positive and negative effects of the matter to the development of the city.

During the discussion over this matter, the committee members had different perspectives. The participants established evidence to support their perspective and also they had to answer inquiries. Members in favor of the matter had to give positive evidence and opinions before the council. For instance, they confirmed that the foremost beneficial of exempting new business from paying business taxes is the attraction of more investors locally and even internationally. From their perspective point of view, they argued that the idea will create a conducive and a favorable environment for business development within the city.

In addition, they argued that having in more new investors, in the city, will promote the economy, will create more well-paying jobs for the community, will promote wellbeing of the residents, and will lessen poverty and hunger within the city (Jobs and Business Development Committee 3). In converse, some members in the committee were not in favor of the matter of exempting new investors from business taxes. They argued that the idea will create problems to the city of Los Angeles. After watching the discussion video, I noticed that these members viewed the idea to be unfair and unlawful to the already existing business.

They argued that the new business will be more competitive to already existing business, and that might lead to chaos within the city. They also went on with the argument that, the idea will lead to overcrowding of the streets and postulated that the idea will lead to more criminal activities within the city of Los Angeles (Jobs and Business Development Committee 3). Unfortunately, there was no decision made at this date of the hearing to whether approve or reject the motion; instead it was placed into continuation till a later date (Jobs and Business Development Committee 3).

However, taking a stand on whether I agree or disagree on the topic of tax exemption tabled by the committee we must accept one fact; the amendment of subsection (a) of Section 21.30 of the Los Angeles Municipal Policy to exempt new investors from paying business taxes can be constructive or a disaster to the city. Thus, a successful decision from the committee should justify its objective. Also, it should, concisely, accurately, and comprehensively dispatch unbiased information on the matter: information that must include valid evidence to support the idea and the converse is true for unsuccessful decision.

From Personal perspective, the human goal to achieve a society proficient in responding to basic needs like; shelter, water, health, and energy mostly depend on the economy of the city. The amendment of the code will lead to innovation, invention among others. Personally I have enormous respect for city council members; they go beyond what is impeccable and miserable just to achieve a healthy, happy, sustainable, and competitive society. So I would have supported the idea to be adopted and practiced as it will benefit the residents of the city.

In conclusion, the city is the main body and main influence for community development. Therefore, the city council body is there to enforce and regulate all activities carried out around the city. On the other hand, market establishment is expedient for city economic development. So whatever decision the members of the council make will be of benefit to the habitats of the city without any doubt.
