Disaster Relief Plan Maintenance and Training Introduction A Disaster Relief Plan (DRP) scrutinizes the process and system in relation to the National Response Framework in order to serve the community with the appropriate kind of reliefs systematically according to the acknowledged circumstances. Furthermore, the planning process helps the non-profit organizations to innovate ideas regarding awareness and information related to disaster (Federal Emergency Management Agency, 2008). The intended DRP is formulated by taking into deliberation the developing countries, especially India. Maintenance and Training Requirement for DRP Maintenance with regard to a Disaster Relief Plan (DRP) is considered to be amongst the essential factors which need to be gravely considered by the organizations related with disaster relief activities because it helps to measure and improve the organizational performance according to the innovative ideas. In the process of maintaining DRP, organizations are able to introduce new measures with which communities are served after the occurrence of natural or manmade disasters. Furthermore, maintenance of DRP also helps to competently identify the available resources and collect those from different sources (Martin, 2002). Generally, the aspect of training is deemed to be required for DRP frequently in order to perform or react to the disasters effectively. Training is a primary necessity for DRP because it helps an individual to be aware of the new and existing activities considered by the relief teams in order to help the community at times of disasters. Furthermore, it also ascertains the responsibilities of the team members who are required to perform during the implementation of the intended plan (White Paper, 2007). Possible Strengths and Weaknesses of DRP The strength of a DRP in relation to a developing country such as India can be identified in the form of easily accessing information regarding awareness related to the disasters in every community. Furthermore, according to a DRP, the communities are intended to be provided proper and effective assistances from various nations in order to sustain or cope up with the consequences prompted by disasters. Additionally, the facility of conducting frequent training programs also acts as a major strength for DRP as it enables the individuals to communicate with the community effectively in accordance with the nature of a disaster. Therefore, the mentioned aspects can be regarded or acknowledged as the strengths of DRP. However, it needs to be mentioned in this regard that there also exist certain weaknesses which might be possibly encountered in the process of DRP. To begin with, the flow or need of additional funds for training programs can be identified as a major drawback. Contextually, other weaknesses that can be identified are cultural problem which can arise while communicating with a few definite communities in India along with establishing an association with the political bodies (White Paper, 2007). Monitoring the Changes in Relief and Recovery Needs The process of monitoring helps to identify the areas with need for improvements in the process of DRP while serving the community. Moreover, the process considered for measuring the changes in relief and recovery needs also includes survey. In order to monitor the changes, a survey needs to be conducted at certain levels such as community, district and nation levels among others. In order to collect information on relief and recovery activities, the monitoring process should consider secondary data or the frame work formulated before designing the plan. Additionally, the monitoring process should be conducted with the help of Centers for Disease Control and Prevention (CDC), Red Cross and local government members (Un-Habitat, 2006). The Way the Plan Should Anticipate Working with International and National Relief Organizations for the Solicitation of Donations The DRP intended for India would need a certain amount of fund to support its planned process. Moreover, in order to collect donations from international and national relief organizations, the DRP should communicate all the possible information related to the plan considered for helping the affected community by disasters to such organizations at the earliest. Furthermore, it has been observed that if any international or national relief organization fails to share collaboration with a specified community or country, it is not granted the permission or authority to get involved with the activities in the particular area. With due consideration it can be stated that in such conditions the DRP can make attempts to work with such international or national relief organizations in order to avail the facility of acquiring donations for the disaster hit victims (International Conference of the Red Cross, 1995). With reference to the above context, it can be stated that the DRP of India will help to make collaboration with those international and national relief organizations that are yet to enter into a partnership as it will aid to get donations for the areas affected by the disasters. The Way the Plan Should Consider the Need to Coordinate With Those Countries That Use Military Aviation to Respond to a Disaster DRP should consider or include military aviation services to respond to the disasters in order to serve or track effectively as well easily the disaster affected places. To a certain extent, it can be considered to be one of the requirements for DRP to involve military aviation in the plan because these departments are believed to possess all the needed information related to environmental aspects such as weather and disaster among others. Furthermore, in order to serve the disaster affected areas with relief effectively, the DRP members should build and ensure a good relation with the foreign countries who are known to use military aviation for rescuing people in case of disasters. With the help of this service, the DRP members would be able to reach the affected areas quickly and within time to assist the people with aid (Stockholm International Peace Research Institute, 2007). Importance DRP is considered to be quite a vital factor for a developing country. With the help of the planning procedure, developing countries such as India can undertake certain measures to minimize the negative consequences triggered by disasters which include preventions, preparedness and responses along with recovery activities. Furthermore, prevention can be stated as the measure considered by a community before the occurrence of any hazard which includes extinguishers, fire alarms and indicators of other disasters among others. Preparedness is referred as the process in which the prevention measures are judged and tested along with updating the information. Response can be defined as the activity undertaken by the community and other bodies in order to rescue people from the areas affected by the disaster. Additionally, recovery relates to the measures adopted by the communities and other bodies for delivering primary requirements to the areas affected by a disaster (Federal Emergency Management Agency, 2011).
