The reason behind it is the persistent of varying laws and lack of uniform directives, as it is not mandatory for the states in the country to include same list of items in their rules. Moreover, the approach of the public towards attaining recycling process has also been widely different in the different counties of the EU. This has certainly been a major problem in recording, assessing and evaluating the recorded data to obtain a precise understanding of the environmental degradation rates and thereby, managing the recycling process with utmost efficiency.

It is worth mentioning in this regard that such gaps not only raise concerns regarding uniformity and accuracy of interpretation of the records. As a consequence, high degree of risk prevails in the form of ineffective recycling management and procedural framework applied in the counties of the USA. Hence, the problem identified from the discussion in Part 1 indicates that the absence of a standardized recycling process management policy framework is the sole cause of deficiencies of the member states in the USA.

Part 2: Solution to Problem and Advantages Introduction Recycling is a significant part of Integrated Solid Waste Management (ISWM). However, it has been identified that there exists numerous problems in the USA regarding the recycling of items and solid waste activities. Hence, in order to mitigate the problems, hampering the social, economic, ethical and environmental, there is a greater need for taking standardization measures in the form of policy enactment, with emphasis towards the recycling of waste items and solid waste activities (European Commission, 2012; United States Environmental Protection Agency, 2002).

Therefore, the primary purpose of this thesis is to develop a standard approach for fixing the rate of recycling and promoting adequate awareness within the community. Accordingly, this paper will also entail the key advantages, standardization of recycling of waste items and solid waste activities. Viable Solutions Solution 1: Establish a National Policy and Pass Laws on Solid Waste Management Standards and Practices Government role towards developing and enacting waste management standards and managing is pivotal.

It is crucial that federal government of the USA gets actively involved in formulating standard policies and measures in order to ensure that all the states and regions within the country are governed with certain specific and uniform standards for recycling. The federal government, on taking into account, social, economic, environmental, technical and financial factors should develop national policy and enforce laws on solid waste management and the recycling process. Furthermore, all the states and the regions within the country should be mandatorily made liable to abide by the standards set by the federal government.

The federal government in its standards should also distinguish the list of items that are needed to be recycled in across the different states within the country, which should restrict the recycling of certain specific items. Such standards will promote the government to ascertain the reliable and uniform data, based on the solid waste activities and recycled items (United States Environmental Protection Agency, 2002).
