Introduction 1.1 Abstract The construction industry has improved immensely in the recent past due to advancement in science and technology. This has been due to an increasing demand for efficient techniques during the construction process and as result, a need for professional personnel to aid in the entire process has shot up. The construction of Fabian Way Cinema, Arts and Gallery is a huge project that would involve huge financial outlay. It would also require the coordination of skills from engineering disciplines including civil, geotechnical, electrical, mechanical, and computer sciences. Meticulous integration ought to be in place to ensure smooth and economical running of the project. The aforementioned requirements would be adequately achieved with the aid of a construction manager. 1.2 Overview of Duties and Responsibilities A construction manager’s duties and responsibilities range from the hiring of contractors to handling calls from citizen concerning the project's compliance with zoning laws. He undertakes the management of personnel on site while making sure they have the tools and materials needed for each and every task. He must ensure the compliance of construction practices to building codes legal requirements and design specifications and may request changes in work orders if need be. He is also responsible for liaison with engineering consultants, clients, site engineers and inspectors. The preparation and administration of a construction budget is also a responsibility for a construction manager. Through the use of Gantt charts and other construction programmes he ensures that the construction timetable is adhered to. A construction manager is also responsible for the appraisal and selection of project contractors and subcontractors. In collaboration with consultants, he also provides training to builders and other stakeholders with regard methods and techniques chosen for the project. A construction manager is also responsible for dealing with delays that may occur and should make changes therein to ensure the delay is averted before it becomes costly. 2. The Proposed Work: - Cinema, Art and Gallery Studio. As the construction manager for the Cinema, Art and Gallery Studio, I am tasked with the aforementioned duties and responsibilities. Once the project designer accomplishes and presents his work, my task is to plan and organize the site for construction. I have organized my responsibilities into phases based on their chronological occurrence. 2.1 The Project Planning Phase. Before the first stone for the cinema is cast, I must plan the work that would be performed during the construction process. It is a collaborative process that takes weeks in hand and involves constant liaison with the Swansea City and Neath Portal Talbot councils. 2.1.1 Site Selection Having initially identified the site location, project organization will thereafter start to be formulated as had been proposed by the Swansea City and Neath Portal Talbot councils in their joint development objectives. After the appointment of the project team leaders, a project brief will then be drafted describing in detail the scope of the project as well as its goals and objectives. I also have to identify the needs of construction stakeholders before letting their respective team leaders strategize on their own (Guo 2012). This process is usually helpful since it ensures that the probable risks likely to face the development of the Fabian Way Cinema, Theatre and Art Gallery get identified and proposed solutions are generated as well. In the process, all the identified ideas are able to be ranked and the most appropriate one will be chosen and imposed to further development. 2.1.3 Site Investigation and Feasibility Study. The investigation of the site and the constructability analysis should be undertaken as well. This would require advanced geotechnical skills. Different potential sites should be examined in line with the soil conditions, location and the topography. The constructability analysis on the other hand determines whether the proposed site location is easy to erect a building on and what impact it may have on the schedule, stipulated budget and the safety of the local population (Guo 2012). In this planning phase, it is also of great importance to establish whether potential investment is financially feasible. Therefore, the cost estimator should be able to generate a preliminary budget of the project comprising of all the possible costs of the entire project. According to Guo (2012), upon the completion of the feasibility studies, the project team leaders will then choose the best alternative to proceed with in the next step which is basically the design process. 2.1.4 Deliverables Schedule The final activity in the planning process is to come up with a schedule of deliverables to which those involved in construction ought to adhere to. This will in turn ensure that the construction is accomplished on time and with value for money invested. My task as the construction manager would be to perform an in-depth analysis of the project so as to anticipate events and understand potential consequences of challenges that would be faced. 2.2 The Selection of Contractors. This entails choosing of the contractor to spearhead the construction phase of the project. During this selection process, a number of aspects are often taken into consideration which includes the qualifications, resources under possession and the bid prices. Once all the data have been collected, they are normally undertaken through detailed analysis where they are evaluated and the offer which emerges with the highest score is always awarded the tender. In completing the selection phase, a contract which normally acts as a legally agreement is thereafter signed between the owner of the project and the contractor who happens to win the tender. 2.3 Project Operation and Risk Mitigation Phase. 2.3.1 Project operation As supported by Riley and Sanvido (2007), this phase involves the construction of the project, monitoring and control, management of the resources and the documentation. Monitoring and control entails the supervision of the construction project including the cost, time and the quality of the undertaking. The resource management is often undertaken by the project managers so as to keep track of the ongoing activities in the construction phase of the project. The project management also entails managing the time spent in the execution of various tasks. Documentation is also an important element during the project operation phase and thus should be accorded some seriousness it deserves. It involves keeping custody of all the important communications relied during the project life cycle. When the documentation is maintained properly, the project will be effectively carried in a timely, quality assurance and cost effective manner (Riley and Sanvido 2007). 2.3.2 Supervision. This responsibity entails the coordination and streamlining of the efforts of builders. It clearly implies hiring and firing those who do not adhere to the requirements of the project. I may also have to discipline by means of reprimand and other forms of punishment. The supervision process also entails conflict resolution and I will be involved in arbitration of disputes between builders or between subcontractors or the client. If these disputes are left unresolved, the project timelines could be affected and could also jeopardize the integrity of the entire project. It is therefore important in ensuring the smooth running of the construction process. 2.3.3 Health and Safety Risk Mitigation The health and safety manager has to perform a comprehensive document as stated earlier he indicated the likelihood of the occurrence of the risks and the appropriate mechanisms to manage the same upon their occurrence. As stated by Chapman (2011), one of the major challenges that every project managers has to deal with is the health and safety related issues that are likely to be encountered in the course of rolling out the project construction phase. As the construction manager, I therefore must ensure there is adequate coordination with the health and safety department a process that begins right from the site selection phase. A quantitative approach is utilized in analyzing and estimating the potential risks that the construction site will probably face. These measures includes:- 2.3.3.1 Provision of Personal Protective Gear (PPE) During construction, personal safety is paramount. All construction equipment need to be in excellent condition and must pass all service tests before being approved for use. I will be responsible with ensuring builders and other stakeholders are provided with protective gear meeting full body apparel checks. These equipment includes safety boots, gloves, overall, helmets and sun glasses as shown below. Figure 2.2: Personal protective equipment All the construction workers must always wear all the safety attires and devises before engaging themselves in any activity at the construction site. During this project, I have liaised with the project team leaders to ensure only personnel with adequate experience are allowed to use some machinery while in the construction site. For instance workers who have never handled power saw before in their entire life should never be allowed to practice using the power saw while at the site. 2.3.3.2 Third Party Expert involvements Likewise, we have signed memorandum of understanding with some health centers in order to have them avail some of their medical staff to pitch a tent some few meters from the construction site and thereafter attend to any of our construction worker or any local resident that may suffer any form of injury as a result of our construction project in the area. 2.3.3.3 Health and Safety Insurance At the same, we have taken health insurance covers for all those workers taking part in the construction phase of this project. These covers are only applicable when the worker injures himself or herself while in the construction site. Other injuries or damages that one may be exposed to while away from the construction site will be taken care of by the affected party himself or herself. In addition, the health insurance cover extends to local residents that may suffer injuries as a result of the ongoing construction process, that is, through being hit by fallen objects or stepping on sharp objects that may have been disposed inappropriately among others. 2.4 Closure and Termination of the Project Upon the completion of the construction of the theatre, art gallery and the cinema hall, the project proponents will be called upon to receive the final product (Riley and Sanvido, 2007). However, before this takes place there are always some activities that must be done, this includes the final clean ups and inspection of the constructed facility by private entity acting on behalf of the project owner. Likewise, overall project assessment should be carried out so as to give as an overview of where we should improve on in the next project. All the initial estimates in terms of expenditure, time schedule and project scope is normally compared to the actual expenditure incurred, the time taken and the scope respectively so as to ascertain the overall performance. 3.
