Safety Training Program Analysis Phase After internship experiences I found that there is a lack of chemical training for employees when it comes to safety. Chemical knowledge from training is essential in keeping a safe working environment when working around or handling hazardous chemicals. Education and training are important elements in work place safety. Employees need to have training and knowledge of the chemicals they work around to prevent worker related illnesses and injuries from chemical contact. Effective training is the best way to combating this problem because knowledge is power and the more the employee knows the better the chance is that the correct practices are taken, when working around chemicals. The goals will be to educate workers on handling procedures; hazards associated with chemicals, how to read safety, and were they are stored. The Hazard Communication Act or Hazcom was developed after The Right-To-Know Act of 1986. Its goals are to boost employee awareness, evaluate job safety, design safe work procedures, assign personal protective equipment where needed. Employees need to know about this act so they will not be afraid to speak up and ask questions about their working conditions (Lang 2010). What is the safety problem? After internship experiences from questions that I asked from employees that worked out in energy plants I began to realize a lack of training on knowledge of safety for working around chemicals, handling chemicals, and the storage of chemicals. Is training the best solution? Training is one of the best methods because it gives the employee the knowledge needed to understand the subject. It can also give examples of what can go wrong if they are not handled properly. This will give a great picture of what is expected from them. Who are the learners and what are their characteristics? The employees of any work location that handles any kind of chemicals in their daily work setting. It can even be someone that works with them every day or someone that only handles them once a week. The employees that do not handle any chemicals should have training on the subject as well so they are a clean understanding of safety as well. What is the new behavioral outcome? Management will have to be involved and management and the employees will have to work together. What types of learning constraints exist? Could be job positions, educational background of employees, age groups, or perhaps whether they care for their own safety. Possibly multiple shifts, days, and nights. What are the delivery options? The delivery I would like to give would be in a multitude of ways. Like class room time with PowerPoint slides, visual pictures of what can go wrong, in the field training, and some testing to see if the employees were getting the material. What is the timeline for project completion? From start to finish the training should take 24hours for new employees and an annual 8 hour refresher training course for all employees to follow the OSHA standards. Design Phase Objectives associated a couple learning with this kind of training. First, the employees must know where they can find safety’s for any chemical they are handling or just what to know the hazards associated with that chemical. There will be multiple different ways the employee will be given the information of the class. It will include a posttest to see what employees already know. Then By using PowerPoint slides information about safety sheets will be given, what is on a safety, were to find them, and how to understand the information on them. In addition, it will have reasons why it’s important to always keep up dated safety. Based on OSHA’s web site on Hazard Communication, this section seeks to enhance evaluation of produced and/or imported chemicals and the same hazards information communicated to the employees and employers. Programs that aim at communicating comprehensive hazardous information include warning labels on the containers as well as conducting safety-training programs. These are steps involved in design phase: The class will be conducted in a training building that seats 50 people with desks. This way the training can be done in large groups to minimize any down time for the company. There will be training done for down day and night shifts. So it will be easier for the employees and the plant. In the class room there is a large drop screen with a projector for power point presentations and a computer there to play any videos that need to be given. A dry erase board is in the room so content can be written down to show the class. First there will be a pretest to see how much the employees know. They will not be told the correct answers. That will help tailor how the class will be presented. Then at the end of the class the same test will be given to see how they improved then the two quizzes will be compared to show the class how they did. Then PowerPoint slides will be used to give information on OSHA regulations on Hazard Communication, The Right to Know Act. Followed by additional PowerPoint’s on where to find safety and what kind of information is on them. There will be explanation of the importance of why employees should be using this resource. Here is an example of safety that will be used in the course as a discussion. It will be used to show were to find all the information about the hazards of a chemical. Development Phase These steps will be the order the class will be thought by using PowerPoint slides and handouts. Pre Test A pretest will be given to see the level of knowledge the class already has. They will not be given the answers after the test. Then at the end of the training the same test will be given to see how much they progressed. To show what they learned the test will be compare and shown to them for they results. Hazard Communication, The Right To Know Act. It was developed after The Right-To-Know Act of 1986. Its Goals are to: boost employee awareness by training evaluate job safety design safe work procedures assign personal protective equipment Safety Data Sheets The Safety Data Sheets is the foundation of the Hazard Communication standard. This tool gives you detailed information on health and physical dangers, safety and emergency response procedures. Identity Of Manufacturer Manufacturer name and address, and \or supplier's information, emergency phone number and data prepared by. Hazardous Ingredients/Identity Information Hazardous components of chemicals, specific ingredients, unless protected by trade secret. The recommended permissible exposure limits (PEL), set by OSHA, and other guidelines like the threshold limit values set by ACGIH to protect workers. Physical and Chemical Characteristics This data tells what the chemical or mixture is like and how it reacts. Boiling point Vapor Density Appearance/Odor Water solubility Vapor pressure Fire and Explosion Hazard Data Flammable limits, flash point, Lower explosion limit (LEL), Upper explosion limit (UEL), Procedures for extinguishing a fire and special firefighting methods. Reactivity Data Explains whether the substance is stable or unstable or incompatibility (materials to avoid) to prevent reaction between substances. Health Hazards This section explains how the chemical could enter the body (Inhaling, skin, ingestion). Also covered are signs and symptoms of exposure such as: (Eye Irritation, Nausea, Skin, Rashes, and Dizziness). Safe Handling And Use This includes steps to be taken in case chemicals being released or spilled. Waste disposal and storage and handling safety precautions. Control And Protective Measures Personal protective equipment, this includes the type of ventilation to be used, and the precautions to be taken when using the chemical for its intended purpose. PPE Engineering Controls Administrative Post Test Same as the pretest, they will be compared and shown to the class to show how much they learned. Implementation Phase The training will go on for 3- 8hour days for new employees and an annually 8 hour training session thereafter. The new employees training will be much more in-depth than the refresher course. It will be giving in PowerPoint forms along with some handouts. In the case of the trainer not being able to teach the course there must be a back-up teacher at the felicity that could teach the class just in case. For new employees the course will cover: Pretest Hazard Communication, The Right To Know Act Material Safety Data Sheets Identity Of Manufacturer Hazardous Ingredients/Identity Information Physical And Chemical Characteristics Fire And Explosion Hazard Data Reactivity Data Health Hazards Safe Handling And Use, Control And Protective Measures Post Test The 8-hour refresher course will cover the same topics just at a much more accelerated pace. Evaluation Phase In this phase of the training, the class will be giving the posttest. Then the two tests will be compared and the results will be presented to the class to show how they progressed. In addition, they will be given the chance for feedback on the course. A course evaluation will be handed out to see how the training can be improved.
