Human resources practitioners in multiple industries are assigned responsibility for ensuring the quality of training and on-the-job education, with expectations being placed on these training leaders to guarantee quality learning outcomes with diverse employee populations. In a time period where businesses are operating in difficult global economies, issues of cost-cutting and proper budget allocation becomes a paramount strategic objective. Therefore, funds invested in manager training and development must be maximized to achieve superior training and retention of learning.

Total Nigeria Ltd. Oil and Gas is a market leader specializing in oil and gas operations, refining crude oil, marketing of petrochemicals and fertilizers, and is a producer of rubber and adhesives; among other petrochemical product distribution and refinement (total.com.ng 2010). The company operates in over 40 countries, therefore diverse interactions occur regularly with business leaders, executives, and general staff from domestic and international locations on a regular basis. Coupled with its staffing volume of nearly 100,000 employees worldwide, Total Nigeria Ltd.

has multiple obligations for managerial training in order to effectively manage a diverse volume of business activities successfully. There is a need for training in international culture recognition, interpersonal skills development, health and safety, disaster management, marketing skills development, and general business leadership. All of these training necessities can be a significant cost and labor-related burden on human resources to ensure that training is delivered within budget, effectively, and meets with outcomes that will be retained for international business operations.
