Most literature on organizational development tends to be for the management of business organizations. But I believe that organizational learning is more crucial for non-profit motivated service organizations such as educational institutions because they are more embedded in society and have greater social as well as economic consequences. Educational institutions are dynamic institutions like many others but they are fundamentally different from businesses for whom most of the conventional organizational change and development theories are framed. A developed and tailored theory of organizational learning for educational institutions would help us to establish a practical way of assisting organizational learning to reap its benefits.

What distinguishes organizational learning from the more general practice of organizational change is that the former is an organization-wide planned development program of addressing future needs whereas the latter is often an ad hoc reactive response usually when some problems arise. The term ‘ organizational development’ (as defined by Beckhard) is closer to the concept of organizational learning but restrictive in its scope because it is based on the hierarchical structure where change is managed from the top and is solely based on behavioral science knowledge. Campbell defined learning as the “selective retention of past forms” referring to the retention of routinized organizational behavior and preserved speech and textual material. This too is a limited definition, as it neither specifies who is responsible for learning nor explicitly states its purpose.
