The main program planners have acknowledged that there is a need to use the conventional approach in terms of following the structure: identifying the program’s objectives and goals, designing a strategy to achieve the goals, and implementing the strategies, as well as monitoring the progress or performance according to phases of implementation and completion.On the other hand, the pragmatic or practical approach was also needed to be used through identifying the program participants and applying various strategies to invite and entice participation.

Likewise, there were points which necessitated soliciting inputs and comments from participants to determine which livelihood programs or entrepreneurial ventures that are most preferred to ensure that the goals would be met with success.
