The project team organization structure ensures smooth project monitoring to ensure deliverables are met. The project office is headed by the project manager. He is responsible for directing all the project activities and giving relevant information to the subcontractor. He works with the steering committee to formulate implementation processes that cut across the departmental functions. State agencies can alleviate the risks related to contracting out services by creating an effective contract monitoring scheme. The components of an effectual contract monitoring system enable the project to be monitored as stipulated. State agencies should evaluate the complexity of the Project, the contract amount, and the risk if the labour is not performed effectively when deciding what components are essential. Functional departments such as financial procurement and the task force facilitate the smooth flow of the project.

A monitoring team could be instituted to ensure random checks to ensure the project is maintained. The project team members are responsible for the maintenance of the project from the moment it is initiated. - Bureaucracy due to the chain of commands slows down the timely execution of some obvious steps.
- Contractors are restricted from applying innovative modes unless approved by the steering committee.
