The public sector is a part of the state that deals with the delivery of goods or services by the government and for the government regardless of whether it is national, regional, or local.

This sector is often the largest in any given economy. Public sector organizations are those in the section of the economy that is financed and controlled by the central government, local authorities, and publicly funded corporations Public sector organizations are multifunctional, pursue political leadership and a majority of these organizations do not operate in an external market. Public sector organizations have certain basic, underlying characteristics (Christensen, 2007). First and foremost public sector organizations are governed by their most important mandate, which is to serve people.

Public interests differ widely from private interests and public sector organizations must consider a broader set of values and norms. Public sector organizations must weigh many considerations against each other; and democratic factors, constitutional values, and public welfare are given the most amount of priority. Secondly, leaders in public sector organizations are elected through popular vote. Irrespective of whether the public sector organization is close to or far away from political leadership, there is a democratically elected leader at the top rung to whom the organization is accountable.

These democratically elected leaders are in turn answerable to citizens, voters, and other special and important groups. Public sector organizations are part of a parliamentary chain of governance that insists that all political authority must stem from the people. The legislature is elected by the people, the government stems from the legislature and the cabinet ministers are held responsible for the actions of the organization. One thing that is common to all public organizations in democracies is the fact that they act in the place of the politically elected authorities and are governed through a written body of legislations and laws.
