To ensure that children develop into healthy, well-adjusted adults, society must provide them with adequate food, clothing, shelter and nurturing” (Bender, D., 1998, 12). The process of protection of children is strongly influenced by the professional and individual values of the society.

The systems of child social welfare dependent upon the surrounding, they exist in. The aim of this work is to analyze the modern system of child protection and the major components necessary for the providing of the welfare of the child. The well-being of the child is not only his positive emotions, but the feeling of comfort as a whole, a sense of security and trust in the world. This state is formed in the place the child appears for the first time, thanks to his mother as well as his family and closest surrounding.

The basis of the emotional well-being is already set when the baby is in the mothers tummy, so the expectant mother has an important role in the creation of the welfare of the child. The welfare is a necessary state of any child, which influences his future life and predetermines the successful achievement of the objectives, the lack of external threats and physical discomfort as well as comfortable condition in the presence of other people and interacting with them. Unfortunately nowadays not all the families can provide a child with the good conditions and appropriate state of living.

“As every experienced parent knows, accidents and minor mishaps can happen, especially during a child’s early years, no matter how careful and watchful a parent may be” (Accas, G., 1968, 1). Nevertheless, there are certain boundaries in relationships, in terms of the welfare of children, which, though relatively far from ideal, to a greater or lesser extent, maintain normal living environment and quality of the life of a child. Birth of a child in a family where the mother and father do not live together or in a family where both parents despite their living together, have poor relationships, can lead to disputes and disagreements on the rights of custody of the child.

This may raise concerns about the adequacy of the motives of other parties, as well as the man himself meets the criteria of the concept of "good enough parent”. The cases of children’s abuse and family violence became to occur quite often. “Social workers in particular expressed a sense of “chaos” around some of their work, due to what they perceived as pressure on them to carry out so many child abuse investigations” (Buckley, H., 1997, 192). The stress the children face during these investigations make a harmful effect on their mind and character.

The system of children’s rights possess two positions: the protectionist one and the liberationist. “Whether parents have a right to physically punish children is a question that many countries have confronted”. (Connolly, M., 2012, 5) The categories of “good” and “bad” in the family depend upon the accepted norm of the so-called ideal family. This concept comprises many items material and non-material. It includes the rate of salary, the education establishment and so forth. The successful material status is a very important part of child’s well-being.

Connolly M. in his book “Understanding child & family welfare: statutory responses to children at risk” states that: “Low income over long periods is likely to have a negative effect on outcomes for children, with studies highlighting the effects of parental income throughout childhood into adulthood in terms of cognitive development, educational attainment, and finally employment and adult income levels” (2012, 7). Child protection and welfare frameworks differ in terms of their composition depending on the perspective taken and the context.

The ethical values and different researches are brought together in order to create the frameworks of a child’s welfare. The Assessment of Frameworks created in the United Kingdom Health Department, deals with the exploring of the child’s living conditions and their improvement. There are such frame models as knowledge base, practice triggers, and so forth. There is also an assessment model, called “The three Houses”, which has high chances to be effective in working with children. Among my researches of the components of different frameworks there are some, which I find inherent.

For example, the first and the second components of the framework’s knowledge base. They are concentrated on the accepting by child a theoretical material and applying it on practice. The children are naturally curious, that is why it is a nonnegotiable phenomenon that they are inclined to experience the world by means of tries and mistakes. I would apply this method in my practice. For example, it is possible to provide a group of children of a particular age with the books, containing different pictures.

This method can help us to analyze the natural aptitude of the child. Whether he is interested in animals or nature or particular cartoon characters, we can judge upon his psychological type and develop his natural skills. In conclusion, it is necessary to mention that children are the nuclear of every family. In order bring welfare to their life, it is important to provide them with love, support and protection necessary for the successful achievement of the goals and development in their future life.
