Different people experience the urge to have care services due to specific circumstances. For instance, some individuals are affected by different forms of impairments from birth while some develop mental health condition or impairments during the course of their working life. As a result they end up using care and support in order to try and maintain their active as well as independent lives. Majority of these people as they grow older become frail and hence they rely more on the care and the support from others. The UK government has shown that they are well committed in ensuring that the lives of the people that require care needs are improved. This report is going to focus on informing the Independent policy organization about the main ideas and concepts on care that are supporting the policy proposals with regards to the White paper Caring for our future: reforming care and support that was produced by the UK government (Department of Health, 2012). With regards to the White paper, the new vision that has been set up by the organization is that of a well improved care as well as a support system that will aim at empowering families, individuals and communities on how to plan for their future. As a result this will aim at increasing the standards of care which is focused on the need of each individual together with their careers. The Coalition Government realised the importance of having a reform on policy with regards to care and support. 2. Caring for our future: reforming care and support 2.1Background In May 2010, the government that was in power realised the importance of having a reforming care as well as support in England. The coalition Government through their programmes focused on providing a strong commitment towards the people that use both care and support by ensuring that they are treated with respect and dignity and that they received adequate care and support to cater for their daily lives. The government later on published a report in November, 2010 which was aimed at creating a perception of what the reform system should look like. The Law Commission in May 2011 recommended bringing up various elements of the social health care law to be a modern, single, adult social health care statute. Later on in 2011 the funding report on care and support by Dilnot Commission gave out its findings which made recommendations on how to fund both care and support with regards to the future. The law commission’s aims were: Giving the carers legal rights in accordance to their services. Placing duties on the NHS and the council in order for them to work together. Giving the adult safeguarding board statutory footing. Putting the rights of each individual at heart with regards to the statutory principles. Caring for our future focuses on discussing the priorities that are meant to improve the social care among the individuals who use services for care and support, local councils, voluntary sector, carers and care providers. The aim of using the proposal underpinned in the White Paper is mainly to help out the organization in setting up a foundation for the fundamental reform of the social care. With regards to the engagement services, the main issues of concerns are those that are related to the care and the support system as well as the priorities. Everyone tends to live according to various circumstances that impact on the care and the support needs that they require. The organization is aiming at ensuring that every individual has a choice as well control for the services they receive. Regardless of the whether they are meant to pay for their own care the power of the service should be placed on the service users (Fink, 2004). The White Paper as well as the social policy are underpinned with various objectives, these are: To make sure that all individuals have adequate knowledge on the choices available as well as an understanding of their entitlements. To improve the standard of both care and support. To make sure that every individual is treated with utmost respect and dignity. To ensure that carers and service users are given more report. To support people and maintain their independence. 3 Proposals The key of ensuring that the right standard and quality care as well as support is provided is through ensuring that there is a funding system that is workable. The UK Government set up a commission that was aimed at producing a report on the findings of the funding reforms. The commission was also responsible for conducting a research on the current system of funding and make further recommendations on how to improve social care (Department of health, 2012). With regards to the White paper, the main proposals included: The individual contributions for the cost of their social care. At present they are potentially unlimited and hence should be capped. It is only after reaching the cap will all the individuals is considered for the state full support service. The cap must be around $25000 to $50000. Based on our research the most appropriate figure should be around $35000. The threshold for the tested mean above which the individuals should be liable for the total cost of their care costs must be increased to around $100000 from $23250. The criteria for national eligibility as well as portable assessments must be introduced in order to ensure that there is great consistency. All the people that reach adulthood with the need of care and support must be considered eligible for the Free State support without undergoing other means of test. 3.1 What they are designed to achieve These proposals are designed to achieve the goal of being able to protect each individual from the risk of the catastrophic care costs. Help will also be provided to the people in order to guide them on how to plan for their future with regards to the contributions that they need to make. The set proposals will provide a reliable support system for the people. There will be same level of support given to all the people with similar needs in the country with regards to the local authorities. The proposals aim at ensuring that there are no variations of the eligibility services in the country. The proposals are also designed to ensure that the care and support system are sufficiently joint and offer experienced services to their clients. 4 Critical appraisal 4.1 Constructions and locations of care in the document In order to support the need for care and support the department of Health with regards to the White paper for Caring for our future announced the Housing fund for the care and support. The main objective of the housing fund is to accelerate and support the development towards a specialised housing market. The role of housing especially in the lives of older people as well as the disabled is quite important. Housing tends to play a role at helping them to live independently and it also helps the carers together with the social care system to give support effectively (Department of health, 2012). Based on a research conducted the findings indicate that there is the housing options offered are not enough to cater for all the people involved. However, the government is giving out capital funding the opportunity to table proposals that will focus on developing more housing projects to cater for the disabled and the older people. The House Learning and Improvement Network is focused on promoting ideas as well as supporting change in procurement, commissioning design and the delivery of care and support services for vulnerable and older adults which includes also the people with disabilities. 4.2 Evidence base The agenda based on the personalisation of support is regarded to as a major development of the policy of adult social care. However, there is a divergence in the UK with focus on the policy and nature of change and implementation of the system. There is evidence that shows that England was able to allow various users to access more innovative and tailored provision. This clearly showed a long experience with emphasis on personalisation support (Department of health, 2012). The positive outcomes that have been seen are based on a support process that was effective. A lot of the concerns and critique have been based on the model used for care. There have been a number of issues that have been experienced with regards to commissioning which focuses on issues such as cost and pricing. However, there has been no evidence showing the required aims of transformational change with regards to Personalisation. 4.3 Normative assumptions about care and caring Everyone’s encounter through the transition process from birth to death tends to bring out various questions on the concept of giving as well as receiving care. Throughout our daily lives we are faced with numerous emotions with regard to the care relationship we have with families and the communities at large. To the carers that are involved in providing care at a fee, there exists a boundary with regards to the emotions and relationships which are provoked and are hence more complex due to the fact that they overlap with the assumptions regarding care needs of patients and clients. Based on the concept of policy, care has risen to become one of the major concerns as well as research area that are greatly expanding due to factors such as economic, demographic and cultural. Changes imposed by such factors are the main focus of the ideological debates that are concerned with the provision of care in the state. The concept of care is at present being recognized as an expression of citizen obligation. It is well noted that the state is concerned with developing strategies as well as policies that will ensure that the level of care given to individual is of good standard (Fink, 2004). The organization has noted that the policy proposals that are produced in the White paper are very important due to the fact that they are related to the legal reforms. Thus they are warmly embraced. The policy proposals have the potential to improve care and create a more comprehensive support system. Care in accordance to Personal Lives and Social Policy may be based on a number of factors such as race, ethnicity, age and gender. These factors among other help to give a deeper meaning on the issue of care and caring. All aspects of care and support with regards to the white paper focus on ensuring the needs of older adults and the disabled are met. Care can be understood in two dimensions that is formal (paid) and informal (unpaid). Care can refer to the protection that is given to children at schools. It can also refer to imprisonment of an individual so that care is administered. The concept of care and caring emphasis more n the connections that exist among ideas on family life, domestic domain and femininity (Fink, 2004). 5 Summary of implications Voluntary sector implications: The strain on the current system- The commission set highlighted a couple of issues regarding underfunding based on the social care system. The additional funds that were used for the social care were also made available. The criteria for eligibility are more restrictive and even the care packages are reduced. Funding to support the needs for care and support is important in order to increase its support towards social care at local level. Cap on costs-The organizations embraces the proposed caps towards care costs as well as for the accommodation costs of the younger people that tend to develop the need for care and support as well as the older people. A major concern is that a system that is not flexible enough may emerge from the proposals. However, it is quite imperative that the subsided share cost of the government enables the individual to be able to access quality care and support (Department of Health, 2012). National eligibility Criteria- Consistencies that may emerge due to the eligibility criteria as well as the portable assessments are most welcome. The care packages that exist among the local authority areas are also very much required. 6 Conclusion The government is an agreement that the strategic principles that have been imposed on the commission’s model are the right basis to be used in order to fund a new improved model. The ability to protect people very costly care services will enable them to plan for their future care and cost at ease. The need of care and support is of great significance especially to the older people and the disabled. Therefore, there is great need of ensuring that the support system used is flexible enough to adapt to the changing needs. Carers and service users need to have control of their relationship and emotions with both the clients and the patients to ensure that the care and support services rendered are of good quality.
