 Local And Federal Disaster Resources Disasters are events which occur suddenly, usually calamitous and cause great loss of life, damage and hardship. The city of New York faced a natural disaster well known as Hurricane Sandy that left many people devastated and many resources were lost. Using this specific example of Hurricane Sandy, the federal government created a program called Community Development Block Grants (CDBG) to provide communities with resources that access a wide range of needs[NYC13]. This was enforced by the Act that President Obama signed into law the “Disaster Relief Appropriations Act” on January 29 2013. This provided 16 billion into Community Development Block Grants Disaster Recovery (CDBG-DR) reserves to overhaul and refurbish areas that were affected by Hurricane Sandy. These funds are flexible and help counties, cities and states to recover from disasters. The initial rewarding of the CDBG-DR funding was $ 1.77 billion [NYC13]. Under this Recovery programme,various services were offered: Rebuilding and Housing Business Relief Resources Financial and Insurance Information Health Resources One of the Resources that the New York City is currently providing is NYC Housing Recovery[NYC131]. The Hurricane Sandy storm destroyed a lot of property and left many of the residents homeless. The creation of the Housing Recovery Site is to provide a centralized source of information for individuals affected by that disaster. The services that were provided by this initiative were: Financial resources Short and long term opportunities Upcoming Housing forums and other events Building regulations and codes The mission of the Housing Recovery Office is to return the New York residents that were affected by the disaster back to their feet by providing perpetual, harmless and maintainable housing. The Federal Emergency Management Agency contributes in the assistance to help people that are affected by disasters to get back to their feet. The various resources that have been created by FEMA to assist in disaster recovery are namely: National Disaster Recovery Framework Disaster Emergency Communications Urban Search and Rescue Community Emergency Response Team The National Disaster Recovery Framework[Fed13] is a guide that permits operative recovery provision to disaster-impacted states, Territorial, Tribes as well as local authorities. This provides a flexible configuration that permits disaster recovery managers to function in a collective and incorporated manner. It focuses on how to reestablish,renovate and rejuvenate the communal, well-being, economic, natural and ecological fabric of the community and build a more robust nation. This is the first framework published under the Presidential policy directive replicating the main recovery competences by supporting operativepolicies as afundamentalconstituent of National Preparedness Structure.This framework defines the following: Roles and responsibilities of rescuemanagers and other stakeholders The general process by which societies can exploit opportunities to reestablishrobust, smarter and nontoxic Core recovery principles A coordinating structure that facilitates communication and collaboration among all stakeholders, guidance and pre, post disaster recovery planning. This framework has introduced six new Recovery Support Functions that provide a configuration to simplify problem solving, recover access to funds and nurture communication between the State and other Stakeholders. Each recovery support function has organizing and principal Federal Interventions and supporting groups that function together with local, State Government officials, Non-governmental organizations and private sector partners. This framework provides three positions that provide pivotal points for combining recovery contemplations into the judgment making process. It is also for observing the prerequisite for regulations in aid where necessary and practicable throughout the retrieval process. The three positions are Federal Disaster Recovery Coordinator (FDRC), Local Disaster Recovery Managers (LDRM) and State Disaster Recovery Mangers (SDRM). The Other resource provided by FEMA is Disaster Emergency Communications. This is a dedicated field within the extensive field of emergency communications. Emergency communications cover all mechanical means and approaches for public safety interventions at all levels of government to execute their repetitive, day-to-day communications. The Disaster Emergency Communications Division has six geologicallydisseminated Mobile Emergency Response Support (MERS) objectivities and a figure of Mobile Communications Office Vehicles (MCOVs). The Disaster Emergency Communications Division has a small head office staff and six geographically disseminated MERS objectivities to do the following[Fed12]: Encounter the requirementsof the government emergency supervisors in their determinations to save lives, safeguard property and harmonize disaster and all-threatprocedures. Provide quick and swift multi-media communications, information dispensation, logistics, and Operational support to Federal, State and Local Agencies during calamitoustragedies and catastrophes for government reaction and recovery procedures. Mobile Communications Office Vehicles (MCOVs) are multi-purpose chief office facilities that are generated to support FEMA response and recovery disaster undertakings. The 39’ entertaining vehicles have been altered retrofitted with 8-9 workstations and satellite communications to provide voice and data connectivity to the FEMA network. The following are the capabilities of the MCOVs: Delivers a communication ability for first responders when cell or other means are not accessible Provides an office and communications policyproficient of moving into a disaster on short notification and can be staffed to encounter situation Offers “phone bank” for applicant registration when local systems are unreachable In concert with partners, enables FEMA to respond swiftly and successfully, convey communications to the precise people for the harmonization of relief efforts where most essential The following are the activities in the flexible response: Internet protocol obtainable when requested Sustenance of Individual Assistance programs where immobile facilities are inaccessible Position to provisional shelters enabling victims to obtain appropriate assistance closer to home or workplace Swiftly reposition to alternate locations adjacent to where desirable In addition to helping the fatalities of the natural disasters, some additional care should be provided to the patients that suffered trauma from the disaster.First, Psychiatrists need to identify and treat the ailments associated with trauma. They must deliverdiscussion to therapeutic and surgical associates on these psychiatric ailments[Rob]. This should be done as they present in a universaltherapeutichospital among patients wounded in the tragedy. The psychiatric diagnoses should be broken down into the followings groups: Substance Use illnesses Emotionalinfluencesupsettingbodilyillness Acute distress ailment SignificantMelancholy Posttraumatic tensionailment Adjustment disorder Generalized anxiety disorder BiologicalCerebralailments secondary to craniumdamage, poisonouscontact, thirst and infection The psychological responses may be in the following groups: Domestic violence Sorrowresponses and additionalusualreactions to an unusualoccurrence In order to understand the degree and nature of shock sustained by patients, examination of mediating characteristics is important as should be done in the following dimensions: Intentional Injury Unexpected, vicious loss of a treasured one, which is a power stressor that may give rise to bereavement issues Knowledge of experience to a detrimental event, this being since exposure to toxins often goes undetected Physical harm or injury which could be due to the accumulated debris and waste The exposure to the grotesque may escalate the danger of psychiatric ailment, for example, exposure to too many dead people.
