The people living in these regions are represented by elected and nominated legislators sent to the two houses to promote their welfare. Some of these members are funded by - individuals, companies, for-profits, and non-profits - organizations to the legislative houses. Therefore, these groups sometimes influence the nomination of these representatives and senators and may influence a candidate to be defeated.Theregionsdependent on tourism and conservation of the environment would want the gasses emissions to be reduced to protect the environment. However, individuals engaged in production that pollutes the environment would wish to continue their economic activity, oblivious to the fact that they are damaging the environment. Therefore, it is very difficult to find a common ground on addressing global warming because whatever measures were taken to control global warming would affect the livelihoods of the American citizens.ConclusionCongress should find a consensus on issues about the conservation of the environment. Being the house that formulates policies, it should come up with a common playing field that would restrict carbon emissions that cause global warming while at the same time providing incentives for adopting resolutions.
