INTELLIGENCE OF THE OF INTELLIGENCE 1Non actors (NSA) are influencethat affect or trigger in international relations. They are organizations with enough power and cannot be ignored any also do not belong to any legal institution of a state (Weiiss 2013). It is not possible to address The NSA as unitarily because some of them affect more than one country or even different regions. They muscle enough power to do this and if not worked together will only propel them to grow fast. They are disastrous to the government and if not handled carefully in a professional manner. Some of the NSA is small and if carefully managed from the top can be easily handled. Others grow due to a particular issue like lack of social amenities in a specific town or area in this regard the best way to handle this is by solving first the complaints then the cracking of this group will be easier. The factors that make the non-state actors be handling within a particular border depend most on the cause of origin. If is a significant issue that is more deeper like race, religion or even gender then this can cut across borders but if is the provision of resources such as water and food then this is easily handled. The reason why it is good to tackle the main issue is that if the cause of grievance is not understood and the government handles the symptoms then it will only act as a catalyst (Huffman 2014). ii) The reason why the non-state actors have grown is also because the world has become interconnected where different regions or countries heavily depend on each other and through this trade will grow and people will interact and the moment they build relationships they will start sharing their ideologies. In the traditional manner countries independently solved their own actions and did not really depend on anything or anyone (Harris 2013). The example of a Non-state Actor is a group like ISIS where the terror group has infiltrated different countries and to understand their cause they are brought together by the belief. Religion is Key for them and this will not only affect one country but everyone who believes in the said religion. It is good to note that when the issue is more of a mental state then it cuts across borders. Another issue that has made it difficult to tame one non state actor is the technology. With the rise of electronic communication people between different continents can share their agenda and make it easy for them to progress their beliefs. They can always interact on day to day making it easier to plan their next issue of chaos and this will only strengthen their bond more. According to a report the Somalia terror group that started hijacking ships one of their major issues is that ships would dispose toxic waste in the ocean along their coastline that affected their livelihood and so they resorted to kidnapping. If only that issue would have been solved then the group strength would have diminished. International cooperation is something if used properly can help but there are challenges that come up with it. Some supporters view it as one of the best solutions to counter this existing non actors while they see as some support for interdependence and sharing of intelligence. They see this as one of the most important solution where only countries that respect each other can win this war. International cooperation is important to the countries affected by the situation because as we are always aware that unity is strength and divided we fall. The countries can come together and protect their borders also unite in nabbing the ring leaders who are always a distant from where terror is been caused. Drug cartels, terror group’s prostitution cartels and also gambling all thrive because of having financial muscle. This can be because they have different sources of funding from other different donors and for this to happen countries need to share the names of the suspect so that they can be able to arrest or freeze their accounts. Challenges that include in this cooperation is that most people in one country might fail to appreciate the country and view the financial or military backing as infringement of their sovereignty. If there is anything very important for a country knows they are independent and can make their laws but this cooperation bring about other laws set in international standards like arms embargo that has happened recently in Yemen. Countries selling arms might feel shortchanged and decide to sell to the Yemen terror groups when this is done it brings about conflict between the two countries though they were not fighting each other. There have been cases where America has had different issues with China over North Korea this is an example of the conflicts brought about by cooperation. China believes it is entitled to do what it feels right while America believes it’s doing this to protect itself from dangers of Nuclear. This is more difficult when two powerful nations are fighting as they will always try to find allies in smaller countries and they will try getting this by even enticing them with financial aid or even technology. Another problem that might occur is difference in execution while together they are fighting a common enemy this country way of execution might differ. For example Saudi Arabia and USA are allies while fighting ISIS but they differ in their human rights policy where America views the latter as inhumane but Saudi sees itself as a radical country that will go at all length to keep its country safe. To Saudi Arabia beheadings are not crude and America views them as drastic measures that do not belong to this day and age. World Governance and Priorities. Countries just like humans have different priorities and when they cooperate other countries may be interested not only to finish the non actor group but to get something like minerals. When they finish their objective they tend to relent on the war and the cooperation brings about mistrust and miscommunication. 2)The most significant difference between Kent form of intelligence and Kendall is Kendall disagrees with intelligence to follow a certain bureaucratic experts while Kendall believe on the significant of everyone in the security system being inform clearly as this are part of the solution for everyone in the business. Is need of information to enhance security? The issue that this information are important at this day and age is that security has become paramount and to protect everyone easily then information should flow very fast so as to protect lives and improve on the safety of everyone. The most important knowledge for intelligence is to be able to solve danger and save lives at the right time. Kendall form of intelligence seems to be more relevant now than before. This has also been brought about by the sophistication of weapons and the time delivery of the weapon (Joseph 2012). Even though Kent view that bureaucratic intelligence could bring about confidentiality the problem with his form of intelligence is that some nations are reluctant in covering the project. Kent viewed bureaucratic as one that will make intelligence watertight but that does not help in this day and age. There has been other challenges that while intelligence should help both the producers and consumers all should receive the information at the same time and this will help in avoiding and mismatches between the two parties at extraditing or even attacking (Austin 2013).There are some that view one as the solution to recent time but I believe if they can be used simultaneously they can help in achieving the goal of security internationally. A case where Kent vision was successful was when they were able to kill Osama bin Laden in a foreign country. America was hesitant to share their intelligence with Pakistan because they were fearful that it would leak bring to a failure all the time and resources they had invested it is such cases that make it difficult to choose. Another case which would favor Kendall form of intelligence was the American government can share their no fly-list with other countries this can help in combating the terrorist and they cannot be able to move easily and this can affect their movements. All in all it would be difficult to support one vision in general as they both need each other arguments and if not done properly can be a total mess. It,therefore, important that we first prepare what the objective of the security then set up a formality of how to go about it. Most of the challenges faced nowadays are more of a failure from other departments and lack of teamwork among different departments. Therefore managing and combating security starts from the top and nobody would disagree that confidentiality is needed. Intelligence should be shared as terror does not belong to the war perspective only but can come to different ideologies like cyber security which can paralyze the whole nation and also other factors in the business (Gardner 2009). There have been cases of biological terror where one time the terrorist were sending parcels containing anthrax with such cases the experts should ponder on what is good to use to counter and share this with businesses and governments so as to fight such actors. Conclusion Non state actors are a threat not to a country but to the whole world and if we visualize a safer country we must be prepared to better our services.
