Human Development Index (HDI) is defined as a summary composite index that measures a nation’s mean achievements (Diego, 2013). This is done in three basic aspects of human development which include the people’s income, their knowledge, and their health (Pribula, 2010). The HDI works in such a way that it has goalposts set as the minimum and the maximum that can be achieved in terms of each specific goal. The country’s position in terms of those goalposts is then given to show how responsive it has been and the development that has been noted. The values are given in a range of 0-1 with 0 denoting no development and 1 showing maximum development (Henderson, n.d). The setting of the Millennium Development Goals (MDGs) called for a measure to evaluate the progress.
