Thus when we conclude that communism appeared to be a much better form of government than capitalism, it should not entail that we are supporting the type of communism found in countries like Russia. This is because the anarchist element on Anarres had eliminated the need for a regular governmental structure. Instead the planet was run by a community form of government with its own rules and regulations but without a central government and hence Shevek, the main character tells his servant: "in my country nobody gives any orders" (194).

That is the most important characteristic of this Anarres, which is significantly different from governmental system found in A-Io on Urras. Capitalism in A-Io is more on the lines of capitalism found in the US. We should not conclude that the author was attacking the US but we can certainly say that an attempt was made to expose the fragilities, weaknesses and problems associated with this form of government as well. Anarres is a place which is full of exiles and refugees who work in a community manner to protect and distribute the natural resources and it at once a at once a product of "a very high civilization.

and a highly industrialized technology" (p. 85) while also being primitive though not to the extent of pre-technological tribalism" (p. 85). The reason this communist anarchist system is preferred is because it appears to be the sane option between the extremist insane anarchy and equally insane capitalism. In the words of Huxley, we can describe this system as the sane alternative:a community of exiles and refugees.[in which] economics would be decentralist and Henry Georgian, politics Kropotkinesque co-operative.

Science and technology would be used as though.they had been made for man.. Religion would be the conscious and intelligent pursuit of .the unitive knowledge of the immanent Tao or Logos. . . . a society composed of freely co-operating individuals devoted to the pursuit of sanity. Thus altered, Brave New World would possess artistic and. philosophical completeness. [1]Anarres is preferred not because of its scientific or technological advancement but because of complete freedom from any kind of authority figure.

This political system worked on the principle of mutual help and community work. This was quite opposed to Urras in nature where political system was such that it initially resembled a "Paradise" because of the "complex wholeness" of life that we could see in cutthroat competitiveness that this system promoted (p. 58). It is in this land that Shevek is allowed the freedom to make his "immense exploration.into the extremes of the comprehensible" (p. 48). But it is the Anarres that is actually based on true and important principles as Odo, the man who laid the foundation for this political system was trying to build a land for the "Promised Man, the true and native Odonian" (p. 145). The Odonian philosophy is thus: ""way, manner; course of events foretold by divination; intent; way of doing or speaking; way of telling a story; course of action.

" And this Intent "was deep in the grain of Odo's thinking" (p. 216). The entire anti-authority system is based on such beliefs as when you have too many restrictions, laws are bound to be broken. These beliefs are further explain in these words: "'Wasn't it Odo,'" asks Chifoilisk, "'who said that
