The enactment is being held off for a few days due to the negative uproar it caused among the unions and its members. It says in the article that Muslim individuals fear that the still ongoing hearings regarding the World Trade Center attack will affect them one way or another.

Throughout the article, interviewed Muslims expressed their fear and anxiety over the misunderstanding of the dominant society on their religion and culture, as it could cause violence against the minority group.
