Public Policy And Administrative Communication 1. Communication plays a significant role in the administration in every organization as it is the focal element in decision-making process. Similarly, the efficacy of performance also depends on the administrative communication. Public decisions must be potent enough to provide adequate information to the general public so as to assist them to make better choices and opportunities that could improve their quality of life. In order to provide comprehensive information to the public, the administrative communication system must be efficient. Since the major objective of every public decision is the betterment of general public, the administrative communication is of considerable significance. 2. Bureaucratic discretion can be referred to government’s right or ability to make a final decision on some important matters. The concept of bureaucratic discretion can have a great influence on public sector management since all corporate organizations and other institutions are under the control of the government. This right enables the government to frame regulative policies on issues involving public interest. For instance, US President Barack Obama authorized the EPA to tax CO2 emissions on the strength of bureaucratic discretion. At the same time, this power may cause unfair interventions of bureaucrats in public sector management. 3. Public budget is a comprehensive document of all planned expenses and revenues for the targeted financial period. A public budget assists the government to anticipate revenues and expenditures for a stipulated period (OECD). It is also helpful to design a model of how the country’s various financial operations might perform if some particular police, events, and plans are carried out. By the effective evaluation of public budget, the government can compare the actual financial performance of the country with the forecast. When unanticipated contingencies occur, the public budget would be of great help for the government to quickly frame policies that may bridge the deficits. An effectively framed public budget specifies measures to bring down unemployment rate of the country by recommending fruitful financial packages. A public budget also aids the country’s business houses to frame various operational strategies that comply with governmental policies. In short, an effective public budget is essential for the flawless and stable economic growth of a country. 4. In recent times, ethical choices greatly influence the decision making and performance of public administrators. Sometimes, public administrators may be forced to formulate decisions that meet basic human values rather than the nation’s interests. For instance; in case of employment, marriage, and religious ceremonies, public administrators are often forced to adopt a liberal approach. Many experiences show that ethical conflicts related to public decision making have raised potential challenges to countries’ interests. As the policymakers aim at the long-term interests of the nation, they seek the active cooperation of citizens. Hence they take ethical issues into account while dealing with public sector management. 5. Illegal immigration can be presented as a good example of the intergovernmental relations mess in the United States. Like any other government, US Federal Government also aims at tax revenues so as to attain financial sustainability. The unaccounted induction of immigrant employees raises serious threats to the nation’s economic growth since illegal immigration causes employment crisis in the country. For instance, illegal Mexican immigration has adversely impacted American employment sector for the past few decades. Under such circumstances, US government may be forced to frame strict immigration policies that would sometimes hurt the developmental notions of other countries; and the situation would adversely affect US’ global relations as well. 6. The efficient practice of administrative responsibility contributes to the attainment of public interest. Generally, administrative responsibility mainly includes security, transport, budgeting and cost control, EMS policies and objectives, and environmental management programs. These all factors are very crucial in measuring the degree of public interest attainment. People always wish the sustainable economic development of the country as this process assists them to raise their quality of life. However, sustainable economic growth would not be possible if different administrative responsibilities are not executed effectively. Moreover, since every administrative responsibility targets the well being of the general public, it must be emphasized greatly. 7. Sometimes public budget may be political. In democratic countries like the United States, people vote and choose the government according to their interests. However, the ruling party always pays higher attention to its followers while formulating the public budget. This type of vote bank politics in the formulation of the public budget may impede the economic growth of the country. Governments tend to make the public budget political in order to attain public support rather than focusing on the nation’s fiscal or social interests. When a public budget becomes political, it negatively affects the ultimate objectives of the budget including sustainable economic development and performance evaluation. 8. One of the most important responsibilities of a public administrator is planning. He is responsible for planning the whole economic activities of the country by focusing on public interest. “The public servant or public administrator is best understood as someone who extends the responsibilities of citizenship into his or her life’s work” (Denhardt & Denhardt, 56). The authors add that specific evaluation of the issues such as ‘responsiveness and accountability’ also comes under the primary responsibilities of a public administrator. In addition, public administrators must also comply with certain ethical standards while dealing with public affairs. 9. Woodrow Wilson's politics-administration dichotomy holds the view that administrative decisions have to be made without political influence. Politics can be simply referred to as the process by which groups of people make decisions. Politics is beneficial to establish a social set up and national identity which are essential for the viable operation of a country. Politics also provides the general public a platform to express their views and opinions regarding the policies to be practiced by the country. In modern days, profit-oriented approach undermine the actual goals of the politics and this situation in turn impedes the economic advancement of the country. In addition, excessive politics negatively affects the cultural aspects of a country and hence global investors may be discouraged to make investments with those countries. 10. Administrative reform is greatly influenced by outcomes of bureaucratic politics. Reforms generally represent the struggle over power between involved parties. This struggle has been identified among and between politicians and bureaucrats. “These power struggles and contestations explain the decision making processes for designing and implementing administrative reform policies and shifts of power relations” (Bowornwathana). It seems that the politics of administrative reforms causes a gap between public policy and public management.
