Weber founds this position in the bureaucrat politician for the reason a bureaucrat not only fulfills the classical politician classification but in many administrative matters is ahead of the classical approach. Behavioral approach emanated from the challenges of classical period, and entailed to analyze actual behavior rather than emphasizing on the classical one. This approach took into account the individual as a multidisciplinary unit of analysis and set the criteria to be scientifically proven by incorporating a range of perspectives.

With the inclusion of decision making models and contingency theories, this approach unlike the classical one was applicable to the public and private sphere of organization theory while ignoring the political environment. Indirectly, one can say that the behavioral approach was one solution to the problems oriented by classical one. Solution in a sense that it modified and updated hierarchical organizational structures presented by classical authors of the classical epoch. Empirical findings demonstrate the effectiveness of behavioral approach over classical one in terms of better logical, optimism and induction.

This approach was en. ed on some empirical grounds for the reason it considered public administration in the context of artistic paradigm, and on normative grounds for the reason that it separated the administrator from policy and political concerns. With the rejection of the political administrative approach, emanated a need to embed democracy into the administrative policies and political manifestation, that was perceptible in two forms. One was to contemplate on the administrative responsibility in context with a series of public policies, and secondly to seek an appropriate role to govern a pluralistic political scenario as a major administrative responsibility.

This approach while keeping ahead a sense of democratic power, counseled a role of advocacy but in accordance with democratic bindings. For instance, it considered the mutual interests of organization as well as the clients on a professional standard. This way it initiated a new electoral process for the minorities by planning a new role of administrator equipped with the responsibilities of political formulation, implementation and evaluation. Max Weber, Rationalization and Patterns of Domination Max Weber is not considered on the basis of public administration alone, in fact he is considered among those few who presented in a historical context the process of rationalization in the West by showing the way to exercise legal domination in terms of bureaucracy and jurisprudence.

What critics blame Weber is over the fact that despite acknowledging the loopholes in bureaucracy, Weber advised to practice bureaucracy in the limits of 'organization'.
