Undeniably, it is always claimed that the need for health care constitutes as a right. Even within the medical profession belief in such rights according to the opinion polls are widespread. If provision of health care doubles as a right, then the government is obligated to see that, everyone can get it, just like in other constitutional rights. The idea of people having individual rights to accessing health care has led to greater governmental control over the health care industry and medical profession for the last thirty years.

The needs of the uninsured, the indigent, and the elderly among others have been repackaged as public resource claims. The response to this from the government has been regulating insurers, physicians and pharmaceutical companies and subsidizing these groups on their behalf. In this context, there are no grounds for any individual or citizen to demand for health care services from the government. While analyzing it from the aspect of the stakeholders, Governments role and legislative substantiation, Outcomes, both negative and positive, Economic implications, Quality of life issues and the Benefits it would have to society Public policy, at the very basic level, is set by ideas, notions about things that are worthy and just, what obligations and rights we have as individuals.

It is inimical to our genuine liberties the belief that people actually have a right to health care. The policies that are formed by that way of thinking are harmful to the stakeholders, doctors and patients alike. Since it would dictate to the stakeholders, who in this case consist of the government, private organizations and individual foundations on what they should do and this will reduce their capacity to effectively perform. The main role of the government and its substantiation, in this case, is to advance and protect the interest of the society and this includes
