Prior Learning essay I am a high skilled leader who has offered services in enforcing the law, and community leadership. I have an experience of over 22 years varying front line supervision to command. I have an ability to understand volunteer organizations from a 28 year experience in the fire service, through the serving in key leadership roles. Police chief recognize me for an excellent work ethic, maintaining strong relations in the community, and as an excellent communicator with an enhanced ability to read situations and defuse potentially stressful events. I have been successful in demanding environments and providing decisive team leadership. I have worked as a code enforcement officer, Rensselaer County, Bureau of Emergency services between 1987 and 1989. I responded to fire calls and investigated possible building code violatation in cases where the geographic area did have formalized code enforcement departments. I also carried out follow up inspections to enhance compliance with safety violations. Between 1983 and 1989, I also performed the role of code enforcement officer in the town of North Greenbush. As a code enforcement officer, I performed safety inspections on businesses within the jurisdiction area. I conducted follow up inspections to ensure compliance with safety, and investigated code violations by the residents. In the period between 1992 and 1995, I worked as a fire chief. As a fire chief, I oversaw and delegated the functions of operations on the fire ground. I was also responsible for developing interrelated and detailed plans, procedures and standards for implementation at a volunteer fire department serving a unique population comprising of large and small businesses, single family homes, multi storey buildings, and municipal facilities. I am an expert in training firefighters and fire controls to protect property, rescue persons endangered by fire, reduce potential fire hazards, train volunteers in fire protection and prevention, and maintaining fire protection equipments. In the same time, I was a patrol officer and built a strong and effective relationship within the community to increase positive image and visibility of the police department. From 1995, I was a sergeant, and I managed and oversaw the patrol officers assigned to day to day police duties, maintained the scheduling and coordination of changes in shift. I conducted planning sessions and coordinated training and development of assigned officers. I also counseled officers regarding job performance. I also involved myself in monitoring and evaluation of officer’s actions and arrests. I also prepared for tactical matters including equipment, the various operations and conducted the investigation. In 2004, I became a captain, a promotion to a newly created position. As a captain, I assisted in leadership and oversaw all areas of daily operations as well as criminal investigations, patrol functions, and administrative duties including recruitment and training of police officers. I managed the NYS accreditation process for the police department resulting in accreditation as of December 2007. I reviewed annual objectives of communicating a performance driven environment and aligning all members of staff with department’s strategic goals. I created and implemented policy and procedures which created increased efficiency and effectiveness within administrative, training, and operational roles. I oversaw internal affairs unit, accident investigation unit, property and evidence room, and crisis negotiation unit. I provided safety guidance training to employees. I analyzed employee’s losses and trends to identify loss sources and develop corrective measures and recommendations. I inspected facility to identify risk, hazards, and evaluated controls. This included training to employees on risk management and best practices. I also embraced relationships among residents, community groups, business and organization leaders, and town official in developing depth understanding of the needs. All this was through the partnership with other officials, which included town attorneys, administrators, and prosecutors regarding cases, policies, and procedures. In the period between November 2007 and April 2008, I acted as an Acting Chief of Police in the North Greenbush Police Department. This was during the absence of current chief. I assumed all duties and responsibilities of police chief including personnel, payroll, and budgeting. From 2009, I have been the law enforcement training instructor in the NYS division of criminal justice services. I have been instructing and assisting on Property room management, and I have been responsible for designing, developing, implementation, and evaluation instructional systems for adult learners. I have been conducting superior onsite training sessions for clients. I also involve in activities both in my professional and community. I have been a member of zone five regional law enforcement academies since 2006. I chaired the advisory board in the duration of December 2007 to February 2009. I was also a NYS emergency medical technician from 1988 to 2000. I served the community as EMT through Defreestville Fire Department and North Greenbush police. Through the law of enforcement, I have been through various topics needed to enhance my efficiency in offering the services. This was in various dates during my working experience. The topics covered include; basic course for police officers, breath test operator, Radar operator, Kinesic Interview and Interrogation techniques, course in police supervision, law enforcement professionalism, Instructor development general topics, DWI detection and SFST, drugs that Impair driving. I also covered Crime prevention course, Program manager workshop, Motor vehicle collision investigation, seven habits of highly effective people for law enforcement, fraudulent document training. I have also learnt identity crime investigation and response, threat and risk assessment course, search warrant training course, basic crisis negotiation school, search warrant training course, and financial investigative techniques. All these are short courses covered between 1990 and 2007. There were also certifications obtained in this period. These are raid planning, drug identification and interdiction, Identi-Kit system, secrets disclosure, sexual assaults facilitated by drugs, and interviewing by Dr. John Yuille. From 2004 to date, I have obtained experience in the following topics, investigating the pedestrian crash, traffic safety conference, NYS children’s justice task force forensic interviewing. I have also covered Videotaping police interrogations, basic/ advanced diagramming and 3D animation, DNA Evidence- John Jay College, IS-700, IS-100, ICS Basic I-200 course held at headquarters, ICS I-300, IED and chemical suicide. Fire trainings covered include code enforcement certification 1089-7533A, fire fighting essentials, fire behavior and Arson Awareness, Ladder Company operations, Pump operator, Emergency Control of hazardous material I and II, Emergency control of hazardous materials 2. Accident victim Extrication training, cause and origin determination, NFA firefighter health and safety program implementation, preparing for command, firefighter safety and survival for the company officer, hazardous materials incident command, confined space awareness and safety, bulk storage of hazardous materials, and public management course defense against weapons of mass destruction. In relation to code enforcement administration, I covered code enforcement practices, inspecting existing structures, low rise residential construction, general building construction. Code enforcement administration, advanced firefighting, conducting live fire training, live fire training safety, bus rescue, aircraft rescue and fire fighting, incident safety officer, firefighter survival, and firefighter assist and search team. The certifications were NYS certified first responder, NYS emergency medical technician (EMT 122833), certified in CPR, Public access defibrillation, utility fire training course, survival size up on the fire ground. I also covered, Emergency vehicle driver training course, building grant proposals and coalitions, incident command system overview training, emergence vehicle driver training, incident command, safety officer training, emergency vehicle driver training, residential accidents, and roll over prevention. I have also received various awards. This includes the John O’Neil Accreditation Manager’s Award by the New York State Division of Criminal Justice Services for managing the accreditation process of the North Greenbush Police Department. Another award received is the John J. Rensselaer County Fire Chief Award by the Rensselar County Legislature and County Executives’ Office. My education lies in the Hudson Valley Community College, Troy, Associate degree in Associate study, in 1981. Zone 5 Law enforcement Academy, 1989-1990. Sunny/Empire State College where am to obtain Bachelor of Science in Criminal Justice, anticipated graduation date is April 2012, 20 credits are remaining before completion and am in the President’s list of distinguished students. On top of this practical and theoretical experience, I am intelligent and a quick learner. I am also efficient in that I can work in a team as well as independently and also efficient with Microsoft applications. On 21/9/2009, when President Obama visited Hudson Valley Community College in North Greenbush, I served as command of operations in overseeing 75 police officers that had responsibility of site security under secret service for President Obama while visiting Williams Hall at HVCC; therefore, I am a recommendable person.
