The implementation and testing stages have been fulfilled in the services and operations of these antiterrorism and counterterrorism units, in American soil and abroad. The fact that counterterrorism and antiterrorism efforts have to be reviewed and improved habitually makes the implementation and maintenance phases to assume a perpetual scope (Holmes, 2012). The Most Vulnerable Targets in the US According to Murray (2012), presently, the most susceptible target in America is the tourist sector (attraction).

Despite the sector being the first terrorist target in September 11th Attacks and losing about 700 million US dollars within the first four days of the attack; the only benevolent measure that the government directly extended to the sector was the Congress issuing a 5 billion dollar grant and a 10 billion dollar loan to maintain tourism airlines and to keep them flying, respectively. The US government has always assumed that the presence and operation of its security agencies are too dynamic, competent and pervasive enough to meet security demands in the sector.
